The objective of this Request for Proposals (RFP) is to solicit proposals from qualified firms to perform leachate repairs and maintenance at Bowser Ridge Landfill as per these documents. Vendor shall provide a recommendation and pricing to address the leachate outbreaks on the capped areas of the closed Bowser Ridge Landfill. Bid shall include the selected method of repair with justification. Standard Leachate Repairs/Trench excavation & backfill shall include: Trench excavation, Standard size: 15length, 10.5 depth & 5 width. Remove and transport any waste from trenches to Iris Glen Landfill as approved. City to pay landfill costs. Backfill of initial 8' with 4"-6" rip rap Backfill of 2' with imported clay cap from off-site Placement of 6" topsoil imported from off-site to trench areas Seeding and strawing of all disturbed areas including any damage due to access of trench area. As-built drawing at conclusion If synthetic liner is found in the repair site it will be replaced with a new patch and properly sealed around per state rules. Contract will be awarded based on, but not limited to; pricing, prior experience, selected approach for repairs and timeline for completion. This contract shall be for three years, renewable annually with the option to extend the contract for two more years, if in the City's best interest. Pricing shall remain firm. The City reserves the right to reject any or all proposals and to waive informalities, irregularities and technicalities in the proposal process. The City may negotiate separately with any source in any manner necessary to arrive at a contract agreement that is in the best interest of the City. Any proposal may be withdrawn or modified by written request of the proposer, provided such request is received by the OWNER at the above address prior to the date and time set for receipt of proposals. This RFP does not commit the OWNER to award a contract, pay any cost incurred in the preparation of a proposal in response to this RFP, or procure or contract for services. The OWNER intends to award a contract on the basis of the best interest of and advantage to the OWNER, and reserves the right to accept or reject any or all proposals received as a result of this request. The OWNER reserves the right to negotiate with all qualified proposers, or to cancel this RFP in part or in its entirety, if it is in the best interest of the OWNER to do so.
