The City of Wildwood, Florida ( City ), a Municipal Corporation of the State of Florida, Has Received an Unsolicited Proposal ( Up ) for a Qualifying Project Under the Provisions of Section 255.065, Florida Statutes (F.s.), Public-private Partnerships ( P3 ), for the Design, Construction and Operation of a New Parking Garage Facility ( Parking Garage ) to Replace the Current Parking Lot Located in Downtown Wildwood, as Well as the Development of Nearby Commercial Property Into a Downtown Commercial Mixed-use Site ( Commercial Site ). The Up Was Submitted by Gc Development of Lake County, Inc. And Accepted by the City. More Specifically, the Project Proposed in the Up Includes: 1. The Purchase of the Commercial Site and Development of Downtown Commercial Mixed-use Buildings. 2. Development of the Parking Lot Into a Parking Garage Containing Approximately 126 Spaces. The Proposed Project is Meant to Support the City S Recently Adopted Downtown Master Plan Which, Among Other Things, Seeks to Revitalize the City S Downtown Business Area and Facilitate Redevelopment Within the City S Community Redevelopment Area. In Addition to the Commercial Site, the Proposed Parking Garage is Intended to Serve Other Downtown Businesses, as Well as City Hall. The City Owns the Parking Garage Site, Which is Bounded by the Significant U.s 301 Corridor and a Railroad Yard (Approximate Size is 108 X 168 (One-quarter Block)). The City Also Owns the Commercial Site Which is Likewise Bounded by the Significant U.s. 301 Corridor and a Railroad Yard. The Commercial Site is Made Up of Four (4) Parcels Consisting of Three Downtown-style Buildings and a Small Vacant Rear Lot. The City Has Determined That the Up Has Sufficiently Met the Criteria for Consideration as a Qualifying Project on a Preliminary Basis and is Publishing Notice Pursuant to Section 255.065, F.s. In Accordance With the Aforementioned Statute, the City is Accepting Other Proposals for the Downtown Improvements Described Above During This Notification Period. All Proposals Received, Including the Up and Other Proposals Received as a Result of This Notification, Will Be Evaluated, and Ranked in Accordance With, but Not Limited to, the Factors Outlined in Paragraph 255.065(5)(C), F.s. The City Invites Proposals From Developers That Have a Demonstrated History of Successful Mixed-use Projects to Be the City S Partner in the Redevelopment and Expansion of the Site. Proposers Are Responsible to Undertake Their Own Due Diligence, Including Examining the Status of the Title of These Parcels. The City is Expecting Each Respondent to Put Forward an Innovative Proposal With a Market-driven Concept for the Design, Construction, and Operation of a New Parking Garage Facility to Replace the Current Parking Lot and Mixed-use Buildings That Would Improve the Downtown Area. Respondents Are Highly Encouraged to Submit a Proposal That Incorporates the Improvements Noted Above to Align With the City S Approved Downtown Master Plan. Proposals Must Comport With the Parameters of All Applicable State Statutes, City of Wildwood Charter Provision(S), and Existing Deed Restrictions. Additionally, Proposals Must Comport With the City S Design District Standards Related to the Downtown District. The method of contractor selection has not been determined at this time.
