Any contract awarded under this Invitation to Bid is subject to the Pennsylvania Prevailing Wage Determination and Anti-Kickback Regulations issued by the Secretary of Labor to be include in contract documents. Awards shall be made only to responsible bidders that possess the potential to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matter as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility. TIME OF COMPLETION 7.1 Delivery under this contract shall begin no earlier than April 17, 2023 and shall be fully and finally completed no later than May 25, 2023, except as may be mutually agreed upon by the County and Contractor.
