Bid security in an amount no less than 10% of the amount of the bid will be required in the form of cash, a certified or cashier's check (drawn upon a bank authorized to do business in this Commonwealth), or satisfactory bid bond issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania made payable to or naming as obligee Franklin County. Any contract awarded under this Invitation to Bid is subject to the Pennsylvania Prevailing Wage Determination and Anti-Kickback Regulations issued by the Secretary of Labor to be include in contract documents. Awards shall be made only to responsible bidders that possess the potential to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matter as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility. TIME OF COMPLETION 7.1 Delivery under this contract shall begin no earlier than April 17, 2023 and shall be fully and finally completed no later than May 25, 2023, except as may be mutually agreed upon by the County and Contractor. Delivery shall take no more than 12 consecutive days. The Franklin County Commissioners reserve the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities or informalities in any bid.
