Site work and new construction of a mixed-use development in Rocky Mount, North Carolina. Conceptual plans call for the construction of a military facility; for site work for a military facility; and water / sewer project.
The NCNG has initiated planning for demolition of several existing facilities and construction of a new Regional Readiness Center on 100 acres in Edgecombe County, NC (Rocky Mount). The new 45,000 SF to 50,000 SF Regional Readiness Center facility will provide operational space for approximately 200 Soldiers, equipment storage areas, administrative space, parking for privately owned vehicles, and military owned vehicles. This Regional Readiness Center is part of NCNG's initiative to consolidate units into larger, regionally based hub facilities consisting of multiple units. This project will follow both State Construction Office and DoD Military Construction (MILCON) planning requirements and processes. Phase IA - Advance Planning Phase Develop an Advance Planning Phase Report in accordance with the State Construction Manual and NC National Guard guidance which serve as a road map that supports the Army's mission, while simultaneously providing and maintaining the capability to sustain, prepare, reset, and transform the NCNG's force structure. NCNG Requirements: 1. Establish a Vison 2. Develop Goals and Objectives 3. Develop and Evaluate Alternatives 4. Develop Site Master Plan for future development The NCNG will provide DD 1390/91 and other related program documents that details potential future force structure and work activities on the complex in order for the Designer to Develop and Evaluate Alternatives. Phase IB - Infrastructure Study and Development Design team will conduct a comprehensive survey of existing infrastructure and planning for supporting utilities for electrical power, water, sewer, natural gas, and telecom/broadband infrastructure to support the Readiness Center and delineate DEQ Grant Funds by purpose. Phase II - Design, Bidding, Construction Administration, and Closeout The Designer will team with their consultants to develop and complete the Schematic Design (SD), Design Development (DD), and Construction Documents (CD) phase of Design and transition into Bidding, Construction Administration, and Closeout services for the project in accordance with the State Construction Manual. The design team should use the following references as bases for design and construction requirement: a. Army Regulation 420-1, Army Facilities Management, Chapter 10 b. NGR 415-5, Military Construction Program Execution c. NGR 420-10, Construction & Facilities Management Office Operations d. NG Pamphlet 415-12, Army National Guard Facilities Allowances e. ARNG Design Guide 415-1, Army National Guard Military Construction Program Development and Execution f. Unified Facilities Criteria (UFC) 1-200-1, DoD Building Code with Change 1 g.Unified Facilities Criteria (UFC) 2-100-01, Installation Master Planning with Change 1 Federal Funds (MILCON), State Capital Improvement, and DEQ Grant (ref SL 2021-180, as amended by SL 2021-189) In order to offer architectural, engineering, or landscape architectural services in response to this solicitation, the proposing firm must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina. More information on the North Carolina state boards may be found from portal. The Method of Contractor Selection has not been determined at this time.
