NAVFAC Solicitation No.: N40085-22-R-2814 NAVFAC Specification Work Order Nos.: 1663307 (ATTACHMENT A) NAVFAC Drawing Nos.: 12867813 - 12867831 (ATTACHMENT B) Title: X-71 - X-73, Replace Transformers Location of the work: Naval Station Norfolk, Norfolk, Virginia Description of the work: This project will replace the leaking 300 KVA transformer feeding buildings X-71, 72, and 73. The existing 300 KVA transformer feeding X-71, 72, and 73 is on the 4160KV electrical distribution system. This project would demo the existing transformer and switchgear located in building/vault X-72 and replace with a new 300 KV pad mount transformer that would be located outside of the building/vault of X-72. Note all secondary feeders from equipment in X-72 shall be protected for reuse. This contract is responsible for designing means to feed all existing loads from equipment being replaced. The contract will install new secondary switchgear/panel in the building/vault of X-72 to feed the existing loads that are currently being feed from the distribution equipment to be replaced and incidental related work. Estimated Budget Amount or Price Range: In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $500,000 and $1,000,000. NAICS Code: 236220 -- Commercial and Institutional Building Construction Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984), the Government desires completion of construction within 420 calendar days after award (this includes 10 days for payment and performance bonds submittals). Task order award is considered notice to proceed. Wage Rate Requirements: Department of Labor (DoL) General Decision Number: VA20220160 05/20/2022 applies to this work (ATTACHMENT C). Should this wage determination be modified by DoL prior to award, the most current wage determination may be issued via amendment. Liquidated damages: In accordance with FAR Clause 52.211-12 Liquidated Damages- Construction (SEP 2000), if the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages in the amount of $240.35 for each calendar day of delay until the work is completed or accepted. Utilities: In accordance with FAR 52.236-14 Availability and Use of Utility Services - The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Unless otherwise provided in the contract, the amount of each utility service consumed shall be charged to or paid for by the Contractor at prevailing rates charged to the Government or, where the utility is produced by the Government, at reasonable rates determined by the Contracting Officer. The Contractor shall carefully conserve any utilities furnished without charge. Record Shop Drawings: In accordance with FAR 52.236.21, Specifications and Drawings for Construction (FEB 1997), record shop drawings are required. Reproducible copies of these record drawings are also required. Government Furnished Property: There is no Government Furnished Property. Basis for Award: This task order will be awarded on a fair opportunity basis pursuant to FAR 16.505 ordering procedures. The proposed task order will be awarded to the responsible offeror, offering the best value to the Government. For this task order, to make a determination of best value, the Government shall evaluate each offeror on price only and the basis for award will be low price.
