Renovation of a mixed-use development in Stoneville, North Carolina. Completed plans call for the renovation of a library; and office development.
Rockingham County invites and encourages participations in this procurement process by minority-owned businesses, women-owned businesses and business owned by disabled persons. Rockingham County reserves the right to reject any or all proposals submitted, to waive technicalities and informalities in bidding, and to accept a proposal other than the lowest submitted if such is in the best interest of the County. Minimum qualifications are required as specified in the RFP, but any additional information is accepted as well. Rockingham County is soliciting bids from licensed general contractors for a renovation project at the Stoneville Library located at 201 E. Main Street, Stoneville NC. The work will consist of the but not limited to the following: o Construction of new office space inside the library o Renovation of one existing closet in the library o Renovation of one existing break room in the library o Demolition of exterior stairs and landing at library o Construction of new landing, ramp and loading dock at library o Construction of new canopy over loading dock at library o The library is expected to remain open and in operation during the entirety of the project with patrons have full access to the site. 1. Contractor is responsible for all permits, license, taxes, material and labour to complete the project as shown in construction documents. 2. Contractor must provide insurance for Worker's Compensation and General Liability in amounts required by Rockingham County. All Contractors submitting bids shall be licensed in the State of North Carolina to perform work as listed in construction documents. Proof of GC License will be required at time of bid submittal. 3. All work performed with be in good quality and meet all current local, state and federal codes. 4. The library will remain open during construction, and renovation work should not interfere with operations. Work requiring the library to close, shall be scheduled with a minimum of 48-hour notice to the County. 5. Building plans are for reference only and the Contractor should make themselves familiar with the site, building and construction methods needed to complete the project. PROJECT OVERVIEW: 1. This project is the addition of 4 offices and a new loading dock to the existing Stoneville Library. Work included: construction of new walls for offices, painting, carpeting and new lighting for the library area. Removal of existing landing pad and stairs at the rear of the facility. Construction of new landing, ramp and dock for loading of books for transport. Closing in existing wall in library area and cutting in new door for access to closet space. Installing book rack system in rear area of library. NEW OFFICE CONSTRUCTION: 1. New walls to be added as shown on the drawings. Dimensions are approximate and Contractor should field verify all dimensions before beginning work. 2. New walls shall be constructed of 3 5/8" metal studs, cover in 5/8" drywall, mud, sand and finish all drywall to receive paint. All new drywall to be painted (color selected by owner). 3. New doorways shall be hollow metal frame, with 1 3/4 " solid core birch doors. Hardware shall be stainless steel, locksets to have Schlage keyway (Rockingham County staff will key all locks before install). 4. Door frames shall be painted and doors shall be stained, and sealed all 6 sides. 5. New carpet flooring to be installed in office space (Allow $45.00 per square yard for carpet, carpet base, and installation). 6. Contractor will remove all existing hanging light fixtures and replace with new LED lighting (Allow $500.00 per fixture for new fixture and installing new fixture). Lighting to be replaced in all open areas of library. 7. Once work is completed, Contractor will clean all surfaces and turn over to owner in new condition. 8. Two picture windows shall be installed in Conference room as shown on plans. 9. Picture window frames shall be hollow metal, painted to match other hollow metal trim, new tempered glass shall be installed into frames. Size for frames are 6' wide and 3' tall. 10. New electrical outlets and switches shall be installed in the new constructed walls as shown on drawings. 11. The County does not anticipate the need for HVAC work at the site at this time. 12. Data cabling will be provided by Rockingham County and their vendor. CLOSET AREA RENOVATION: 1. Work at utility closet to include: removal of double doors, closing in door area with wall, cutting in new doorway to access closet. 2. New wall construction shall be 3 5/8" metal studs, cover with 5/8" drywall both sides, finish, sand and paint wall on both sides. 3. New door way shall be hollow metal frame (frame can be knock down model to fit over existing block), new 1 3/4 " solid core birch door, stainless steel hinges, stainless steel lock with Schlage keyway (Rockingham County staff will key lock before installation). 4. Door frame to be painted and door to be stained and sealed on 6 sides. 5. Floor repairs, any flooring repairs needed (Allow $500.00 for flooring repairs). 6. Repaint wall around door frame to match existing wall color. BATHROOM RENVOVATION: 1. Existing staff breakroom is to be converted back to regular bathroom. 2. Remove existing cabinetry inside room. 3. Install new low flow toilet in bathroom. 4. Repaint entire bathroom area, repair walls as needed for new paint. 5. Repair flooring as needed in bathroom area. 6. Install power vent fans in both bathrooms with separate switch power to each fan. ADULT READING AREA RENOVATION: 1. Rockingham County will be relocating book stacks from existing facility in Eden to this area. Book stacks will be moved by Rockingham County staff and delivered to the site for Contractor to install in this area. 2. Contractor to allow $20,000.00 for materials and installation of book stacks. REAR LOADING DOCK AND RAMP: 1. Contractor to remove existing concrete landing, masonry stairs and metal railing from rear of the building. 2. Contractor to construct new landing, ramp and loading dock as shown on drawings. 3. All concrete work shall be smooth and free of voids on finished surface. 4. Wrought iron rails and pickets shall be as shown on drawings, with pickets having a space in between of 4" or less. Rails shall be 36" in height. Rail shall be added at the end of the loading dock area between the brick wall and the pressure treated post (not shown on drawings). 5. Area where asphalt is removed for footing shall be patched with new asphalt or new concrete to form a level surface around new loading dock area. 6. Rubber bumpers shall be installed on loading dock area to prevent damage from bumper of vehicles. 7. New roof over loading dock to be constructed as shown on plans. 8. Columns for roof are 6 x 6 pressure treated wood columns, square and hollow in the center. Columns to be painted after installation. 9. New roof construction shall be 2 x 6 pressure treated wood, with 2 x 6 pressure treated gutter board, aluminum gutter and downspout to direct water away from loading dock area. 10. Roof material shall be metal roofing, color selected by owner, use metal roofing side trim for edges. 11. Roof beam shall be constructed of (2) pressure treated 2 x 10's nailed together. 12. All exposed wood work shall be painted, color selected by owner. GENERAL CONSTRUCTION NOTES: 1. All work shall be performed and completed in a first-class workman like manner. 2. All trash and debris shall be removed from the site at the end of each day's work. 3. There is no smoking inside the facility or within 50' of any door or entrance to library. 4. Contractor to provide one portable toilet facility for construction staff, use of the library's restroom is strictly prohibited. 5. Rockingham County shall provide power and water at the site for construction. 6. Parking at the site shall be limited to the rear of the facility only. 7. Note that the library shares a parking lot with the Vera Holland Center. This center host events at different times during the year, and parking should be coordinated with Rockingham County staff in the instances when events are being held there. 8. Contractor shall broom clean the site at the end of each work day and remove all trash and construction debris from the site. 9. No loud music will be allowed on the sited during normal library operations. 10. The Contractor shall use the following allowances for construction bid. Before allowance work is to begin the Contractor shall present to the County a list of costs for those tasks broken down by labor, materials, profit and overhead. Any money not used in the allowance will be credited back to the County, any additional funding for the allowance work will be billed by the Contractor as a Change Order. New light fixtures in library open areas (labor and materials) $500.00/fixture Flooring repair in closet area (labor and materials) $500.00 Book stack area install (labor and material) $20,000.00 11. All bids shall be submitted on Rockingham County Bid Proposal Form in a sealed brown envelope with the Contractors Name, Address and RFP# 2303 listed on the front.
