The City of Gladstone ("City") seeks the services of a planner or planning firm with considerable expertise in the State of Oregon, to provide on-going "on call" planning services for the City of Gladstone. The City's ideal planner will embrace the City's growth agenda, particularly related to housing choice for a wide array of household types; and also related to a revitalized Downtown as envisioned in the City's Downtown Revitalization Plan (2017) which aspires to new mixed use, multi-story development that reinforces a walkable and attractive Downtown. The City does not currently have its own planning & zoning staff, instead contracting with Clackamas County's Planning Department for these services. While the County has provided high quality professionals to provide these contracted services, this arrangement is not optimal for the City. In-person meetings must take place at County offices in Oregon City (creating an inconvenience for Gladstone residents). Moreover, the City anticipates an increase in permitting and other planning related activities, as the City takes steps to better accommodate new investment in its Downtown and elsewhere. The City anticipates retaining a planning firm to perform these services, likely under a contract of initially two years with a not-to-exceed amount of $80,000 per year. The City hopes to have this firm under contract by September, 2022, so that the firm could be available to provide planning services to the City by October, 2022. Note that the City may opt to contract with two different firms - e.g., one for current/quasi-judicial zoning matters; another for more sporadic long range planning.
