PURPOSE The purpose of this Invitation for Bids (IFB) is to establish a term contract through competitive sealed bidding with one qualified vendor to furnish all labor, supervision, equipment, tools, parts and materials, as necessary, to inspect and maintain all portable fire extinguishers listed in accordance with manufacturer's service manuals, Virginia Statewide Fire Prevention Code (SFPC), the National Fire Protection Association (NFPA) standards, and Occupational Safety and Health Act (OSHA) regulations at Christopher Newport University (CNU), an Agency of the Commonwealth of Virginia. The contract shall be for a period of one (1) year, with the option to renew for (5) successive one (1) year periods. It is the intent of this solicitation and resulting contract(s) to allow for cooperative procurement by VASCUPP members and other institutions. II. BACKGROUND The youngest, comprehensive university in the Commonwealth, Christopher Newport was founded in 1960 as a two-year branch of the College of William and Mary, became independent in 1977 and gained university status in 1991. A four-year public university, CNU enrolls 5,000 students in rigorous academic programs in the liberal arts and sciences through the College of Arts and Humanities, the College of Natural and Behavioral Sciences, and the College of Social Sciences, and the Luter School of Business. CNU offers great teaching and small class sizes with an emphasis on leadership, civic engagem SCOPE OF WORK A. GENERAL REQUIREMENTS: 1. The Contractor shall furnish all labor, supervision, equipment, tools, parts and materials, as necessary, to inspect and maintain all portable fire extinguishers listed in accordance with manufacturer's service manuals, Virginia Statewide Fire Prevention Code (SFPC), the National Fire Protection Association (NFPA) standards, and Occupational Safety and Health Act (OSHA) regulations. See Attachment A for locations. 2. All inspections, services, and repairs shall be made in accordance with the NFPA 10. All personnel performing maintenance, repair, or recharging services shall possess current, proper, and applicable certifications. 3. The fire extinguishers listed in Attachment A are based upon the best available information at the time of issuance of this Quick Quote. The extinguishers currently in use are: o Class ABC o Class K o Class BC (CO2) o Class ABC (Halotron) The Contractor shall conduct an accurate inventory of all portable fire extinguishers located at the University. The inventory listing shall be provided electronically, in Excel, to each of the contract administrators with a copy to the Contracting Officer no later than thirty (30) days after the date of award. Any additional fire extinguishers identified by the contractor shall be serviced at the same rate specified in the contract. 4. Work shall consist of, but is not limited to, annual inspection, providing maintenance, hydrostatic testing, recharging, and repair service. 5. The Contractor shall refer to NFPA 10 Annex I "Maintenance Procedures" for appropriate corrective repair actions. The Contractor shall provide replacement gauges, hoses, discharge nozzles, tags, seals, and other parts needed to maintain the portable fire extinguishers. Parts and materials used to perform repair services shall be provided at the Contractor's actual paid invoiced cost. A copy of the parts invoice from the supplier must accompany the request for payment to CNU. 6. The Contractor shall guarantee that all materials used comply with all applicable laws, ordinances, rules, regulations, and codes, and are compatible with pre-existing materials and equipment. 7. If the Contractor identifies the need for a replacement portable fire extinguisher, the new extinguisher will be purchased by the University through the Commonwealth of Virginia mandatory state contract. The Contractor shall recommend the purchase of the new extinguishers to the appropriate Contract Administrator or their designee.
