The Goodwill Fire Company Boat Ramp Replacement Project involves the removal of an existing concrete boat ramp and the construction of a new concrete boat ramp at the New Castle Battery Park, West 3rd Street, New Castle, Delaware. The new boat ramp will be 11.5' wide and approximately 115' long. The construction will involve mobilization / demobilization; erosion and sediment controls; installation of temporary sheet pile cofferdam; demolition of the existing concrete boat ramp; construction of a new reinforced concrete boat ramp on a prepared stone base; earthwork; stone rip rap, and other related items. Bidder questions may be submitted in writing to the City Administrator no later than 4:00 p.m. on September 14, 2022, at the City Administration Building, 220 Delaware Street, New Castle. Submitted questions must indicate the project name Goodwill Fire Company Boat Ramp Replacement Project when submitted. Questions will be consolidated, and responses will be forwarded to all contractors no later than September 19, 2022. No further questions will be addressed on this project after this date. Bids shall be submitted in a sealed envelope and shall be marked clearly as follows: Sealed Bid Proposal for Goodwill Fire Company Boat Ramp Replacement Project. Requirements for a 10% Bid Bond, 100% Performance Bond, 100% Payment Bond and Maintenance Bond, and Contractor's Insurance are included in the Contract Documents. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and are encouraged to do so. Each Bidder must deposit with their bid a security equivalent to 10% of the bid amount, form and subject to the conditions provided in the instructions for bidders. The City of New Castle reserves the right to reject any or all bids and makes such award as appears most advantageous to the City. The City may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days-notice by certified delivery, facsimile machine, e-mail, or other electronic means to those bidders who have obtained bid packets.
