Site work for a water / sewer project in Libby, Montana. Conceptual plans call for site work for a water / sewer project.
The County of Lincoln has received a federal Community Development Block Grant (CDBG) award by the Montana Department of Commerce (MDOC) and an American Rescue Plan Act (ARPA) award. The Project is intended to connect the Libby Creek Community to the City of Libbys water system and provide a new on-site wastewater treatment and disposal system. Location & Site Status: The project site is located in Lincoln County, Montana, just south of the City of Libby on the east side of U.S. Highway. The property is located in Section 15, Township 30 North, Range 31 West. Libby Creek Community is a small, affordable-housing mobile home community, consisting of 14 residential units located just south of Libby, Montana, along U.S. Highway. The community has existed for at least 50 years and their existing on-site water and sewer systems are in need of replacement. In 2018 the residents, with assistance from NeighborWorks Montana, formed a cooperative and collectively purchased the property. With the purchase, the cooperative acquired the private water and wastewater systems that serve the community. A Preliminary Engineering Report has been prepared identifying a preferred alternative and project budget. The water project will abandon (or repurpose for irrigation) the existing on-site water system and extend City of Libby water main to loop through the property and provide City water service. Each home will be individually metered. The wastewater project will abandon five old and/or failing multi-user septic systems and replace them with new collection mains and a new Level 2 wastewater treatment system and drainfield. This will be subject to public system regulations with discharge less than 5,000 gallons per day. In order to support the costs of these improvements, Lincoln County applied for CDBG and ARPA funding. The selected consultant must be familiar with these agencies and their requirements. Full funding through these programs has been awarded. Copies of the property conditions report, CDBG application and contract and consecu tion, and contract and consecutive systems agreement are available upon request. Scope of Services: The selected Consultants scope of services will include: Create designs and specifications for replacement of sewer lines and mains including: project specifications, bid package, draft contract, addenda (if necessary), and bid forms Conduct construction procurement per CDBG and ARPA regulations and requirements, including but not limited to an open bid, bid advertisement, pre-bid meeting and site walkthrough (if necessary), bid opening, and review and summary of bids, assistance with contractor selection, conducting the pre- -construction conference, and issuance of the final contract. Ensure compliance with procurement requirements related to Minority Business Enterprise, Disadvantaged Business Enterprises, and Davis-Bacon Labor Standards per CDBG requirements. Consultant to coordinate review, as required, with CDBG Grants Administrator and other relevant agencies, as needed. Conduct review of contractors payroll for compliance with Davis-Bacon. Provide Construction Administration services, including but not limited to site visits and correspondence required by the Authority Having Jurisdiction (AHJ), along with processing of RFIs, review of submittals, review and recommendation of Change Orders, review and approval of contractors pay applications, site field reports, etc. On-site observation of construction work, and preparing reports. Coordinate permitting with AHJ and Montana DEQ, as necessary. Monitoring of construction activities to ensure work is being completed in accordance with the project specifications. Ensure compliance with CDBG and ARPA regulations and requirements. Act as liaison throughout the project with the Montana DEQ and other regulatory agencies. *Conduct final inspection and testing. Prepare a final completion report along with ensuring receipt of a letter of no further action from the Montana DEQ. Provide reproducible plan drawing to the County and appropriate federal or state agency upon project completion. Prepare an operation and maintenance manual. Schedule: September 20, 2022: Provide response to Department of Commerce with engineer and proposed timeline December 1, 2024: Completion of construction February 1, 2025: Project final inspection, Issue Certificate of Occupancy and CDBG Grant Close-Out. Deliverables Schedule: Please provide a proposed schedule for the following deliverables: Project design and specifications Bid package, including construction contract (draft for review) *Bid advertisement Construction contractor selection Completion of construction Completion of project including all necessary DEQ communication Statements of Qualifications should Include: 1. The firms legal name, address, and telephone number 2. The principal(s) of the firm and their experience and qualifications 3. The experience and qualifications of the staff to be assigned to project 4. A description of the firms prior experience, including any similar projects (in particular those funded by CDBG), size of community, location, total construction cost, and name of a local official knowledgeable regarding the firm's performance 5. Discussion of the firms ability to meet time and budget requirements as well as present and projected workloads 6. Ability to meet milestone dates and timeline of deliverables 7. Contact information for at least three professional references 8. The proposed work plan and schedule for activities to be proposed 9. Disadvantaged Business Enterprises are encouraged to respond Respondents will be evaluated according to the following factors: A. Overall Quality of the Response (5%) B. Qualifications of the professional personnel to be assigned to the project (including reference checks) (30%) C. The consultants capability to meet time and project budget requirements including presenand projected workloads (20%) D. Location (5%) E. Related experience on similar projects, including but not limited to knowledge and experience with planning, oversight, and projects funded by federal grant funds, preference for experience with CDBG and ARPA (30%) F. Recent and current work for the entity issuing the RFP (10%) A selection committee comprised of Lincoln County, NeighborWorks Montana, and Libby Creek Community board members will review all responses, check references, and choose the most qualified respondent. Lincoln County will complete the review of submitted qualifications and proposals by September 6, 2022. Contracts will be negotiated on the basis of demonstrated qualifications and fair and reasonable prices. This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, Lincoln County reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.
