The Pharr Housing Authority (PHA) requests qualifications from qualified individuals or firms to perform professional architectural services for a proposed new construction development, and other housing related needs The criteria for evaluating qualifications will be based on items set forth in the RFQ. Award will be made to the most highly qualified and responsive firm or individual which, in the judgement of PHA, best meets the current needs and long-term goals of the PHA. The Pharr Housing Authority is seeking to engage an individual or firm to provide architectural services for an 80-unit affordable housing project funded by the HUD221(d)4 multifamily development program. The successful professional will be responsible for, among other things, planning and designing the project, which may include architectural, site planning, landscaping architecture, cost estimating, and other services as needed or required to complete performance of this work, and as needed by the Housing Authority for funding applications. In addition, the selected professional shall prepare construction documents as required and may be required to provide inspection services throughout construction of the new development. The successful professional will be expected to execute form HUD- 51915, Model Form of Agreement Between Owner and Design Professional (attached) for the applicable services The term of the Contract(s) shall be for a 1 (one) year period from the date of contract award, or until the contract is completed. The contract may be terminated in writing by either party with a 30-day notice. The method of contractor selection has not been determined at this time.
