As of January 10, 2024, a general contractor has been identified and the project is under construction. Completion expected Spring 2024. The Village of Elk Grove Village, (hereafter Village) is seeking Phase III Construction Engineering Services for the Clearmont Pedestrian Bridge over Salt Creek Bridge Replacement. These engineering services are funded through the Illinois Transportation Enhancement Program (ITEP) and State (IDOT) funds; therefore, all work must be done in accordance with ITEP and IDOT guidelines. Elk Grove Village QBS policy and procedures assigns responsibilities to either the Chief Engineer and/or Senior Engineer within the Elk Grove Village organization for the procurement, management, and administration for consultant services. Elk Grove Village believes their QBS written policies and procedures substantially follows Section 5-5 of the IDOT BLRS Manual and specifically Section 5-5.06(e), therefore; approval from IDOT is not required. Elk Grove Village will use the following five items when developing the project description and may include additional items when unique circumstances exist. Describe in general terms the project need, purpose, and objective; Identify the various project components; Establish the desired timetable for the effort; Identify any expected problems; Determine the total project budget, if available. The Consulting Engineer shall perform and carry out, in a professional and satisfactory manner, the engineering services necessary to complete the requirements included in the project. The Village shall provide a qualified Liaison Engineer to assist the Consultant with Village interpretations. The services to be provided related to this Request for Qualifications (RFQ) are described in the Minimum Scope of Services section of this RFQ. All work must adhere to Village and Illinois Department of Transportation (IDOT) standards as required. The Consulting Engineer shall have successfully completed a minimum of two projects of a similar type and size to the Clearmont Pedestrian Bridge project within the last five years. The proposed Resident Engineer shall have a minimum of five years of experience in Phase III Engineering on municipal, and/or IDOT Bureau of Local Roads and Streets (BLRS) projects. Experience with construction engineering oversight on bridge/culvert projects is recommended but not required. A list of these projects along with a brief description of the services provided and the agency contact shall be included. This project is located in the Village of Elk Grove Village, Cook County. The project limits are on Clearmont Drive from Essex Road to Cypress Lane and include the area over Salt Creek. The project has a total length of 0.12 miles. The work consists of the removal and replacement of an existing pedestrian bridge over Salt Creek, concrete path improvements, earthwork/grading, sidewalk replacement, pavement patching, HMA resurfacing, curb and gutter replacement, ADA ramp upgrades, storm sewer, signing, landscape restoration, and all incidental and collateral work necessary to complete the project as shown within the Pre-final Plans provided. The projected letting for this project is January 20, 2023, through IDOTs Bureau of Local Roads and Streets letting procedure with construction during the 2023 construction season. The method of contractor selection has not been determined at this time.
