Site work for a water / sewer project in Northvale, New Jersey. Completed plans call for site work for a water / sewer project.

Sealed bids for the Emergency Water Main and/or Storm and Sanitary Sewer Repairs will be received by the Borough of Northvale, acting as Lead Agency for the Riverside Cooperative, and its participating Boroughs of Alpine, Bergenfield, Closter, Cresskill, Demarest, Dumont, Englewood Cliffs, Harrington Park, Haworth, Little Ferry, New Milford, Northvale, Norwood, River Edge and Tenafly and the Harrington Park Board of Education (each being a contracting unit in the County of Bergen, State of New Jersey) Beginning on Thursday August 25, 2022, the contract documents for the proposed work, which have been prepared by Carl P. O'Brien, P.E. of the firm Colliers Engineering & Design, are on file for public inspection at the Office of the Borough Clerk, Borough of Northvale, 116 Paris Avenue, Northvale, New Jersey 07647 between 9:00 a.m. and 4:30 p.m. prevailing time, Monday through Friday, excluding legal holidays, and at the office of Colliers Engineering & Design at 400 Valley Road, Suite 304, Mt. Arlington, New Jersey 07856 during business hours Monday through Friday, excluding legal holidays. Each bid submitted must be made upon the prescribed forms furnished with the bid specifications, including the non-collusion affidavit, and must be accompanied by a Consent of Surety and a certified check, cashier's check or Bid Bond in an amount of not less than ten (10%) percent of the amount bid and not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Borough of Northvale, acting as Lead Agency for the Riverside Cooperative, and will be held as a Guarantee that in the event a submitted bid is accepted and a contract awarded to the bidder submitting the selected bid, the contract shall be duly executed and its performance properly secured. In default thereof, said checks and the amount represented thereby shall be forfeited to the Riverside Cooperative, and/or the appropriate participating member thereof, as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certification that such corporation is authorized to conduct business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A.10:5-31 et seq. and N.J.A.C.17:27. All corporations and partnerships must comply with Chapter 33 of the Public Laws of 177, regarding disclosure of partners and stockholders. Also required, in compliance with P.L. 2004, c.57, is proof of business registration as evidenced by a copy of a Business Registration Certificate issued by the New Jersey Department of the Treasury, Division of Revenue. In compliance with N.J.S.A. 34:11-56.48, the "Public Works Contractor Registration Act", all contractors bidding on this contract must be registered with the New Jersey Department of Labor and proof of registration is required at the time of bid submission. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Borough of Northvale, c/o Frances Weston, Borough Clerk and labeled "BID FOR EMERGENCY WATER MAIN AND/OR STORM AND SANITARY SEWER REPAIRS." The successful bidder shall be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor. If awarded a contract, your company/firm will be required to comply with the provisions of Title II of the Americans with Disabilities Act of 1990 (42 U.S.C. S12101 et seq.). This contract is subject to the "Municipal Mechanics' Lien Law", N.J.S.A. 2A: 44-125 et seq. as amended July 25, 1996, and the Financial Standards for Surety Bond Companies, N.J.S.A. 2A: 44-143 and 144, effective January 10, 1996. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Borough of Northvale, acting as the Lead Agency for the Riverside Cooperative, reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest possible bidder.
