Washington County is soliciting proposals from qualified firms to conduct a Facility Condition Assessment (FCA) of its facilities, grounds, and buildings on County owned and leased properties. The FCA will include up to date inventory data and analysis of both physical condition and functional performance of each location. The completed FCA will identify recommendations for remedy, associated costs, and expected length of useful life of County buildings and equipment. The FCA will be a tool for Washington County leadership to help make informed strategic facilities management decisions that are in the best interests of the citizens of Washington County. Washington County is located in the northwest portion of Oregon, covering over 726 square miles of urban, suburban, agricultural, forest, and mountain terrains. Over 600,000 people live within the county boundaries, which extend north and west from the City of Portland to the Northern Oregon Coast Range, and south to the Nehalem Mountains. The more densely populated eastern half of Washington County contains the largest cities- Beaverton and Tigard- and is a mix of suburban residential, light industrial and technological manufacturing, and commercial activity. The county seat, Hillsboro, is in the western half of the county, which is primarily rural, with farmland, forests, and mountains. Washington County has experienced substantial population and economic growth over the last several years, principally in the electronics and high-tech industries. Over half of Oregon's population growth in the last five years occurred in Washington County. Washington County is a home rule county, governed by five elected Commissioners who appoint a County Administrator as the chief executive officer. There are approximately 2,300 employees in all areas of County government engaged in providing the multitude of services required by its member cities, businesses, and general population.
