Elledge Sludge Basins Repairs The Plan Holder list and instructions for submitting bids may be obtained from Darren Redfield at darrenmr@cityofws.org (preferred) or 336-747-6936 during normal business hours. Three bids are not required at this second offering; as few as one valid bid may be opened and considered for award per NCGS 143-132. The City reserves the right to waive any informalities in the bidding and to reject any or all proposals. Bidders are hereby notified that they must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. Compliance with the City/County Utility Commission's Minority and Women Business Enterprise program is required on this project. Please refer to the Special Instructions to Bidders contained in the Bidding Documents. The subcontracting goals are: 8% MBE, 4% WBE.
