The Greensboro ABC Board (the "Board") seeks one or more qualified civil engineering firm(s) with which to contract for on-call civil engineering services in connection with the renovation, design, and construction of various retail locations operated by the Board. The contract term for such services is expected to be three (3) years from the date of execution. The Board expects to utilize the selected qualified firm(s) to provide services at multiple locations throughout Guilford County and the City of Greensboro. The Board may select multiple firms to provide engineering services including building specification, design approval, project cost estimate and project schedules, assisting with obtaining all necessary permits, construction administration and project management related to new building construction and existing building renovation and remodeling. Selected firm(s) will be assigned to projects based upon the required scope of service and the firm's ability to provide those services. Firm(s) must have the financial ability to undertake the work and assume the liability. The selected firm(s) will be required to furnish proof of Professional Liability insurance coverage in the minimum amount of $2,000,000.00. Firm(s) must have an adequate accounting system to identify costs chargeable to a project. Firm(s) must be adequately licensed and have the ability to transact business in the state of North Carolina. The scope of work for the selected firm(s) will generally include, but will not be limited to, the following: Preparing engineering specifications and plans for new construction and renovation and remodeling of existing retail space. Consulting with the Board, or its authorized designee, concerning engineering requirements for construction of various building designs, modifications, and structural repairs; Adequately render and communicate designs including plans and specifications to project stakeholders; Performing assessments of foundation, concrete, asphalt, and steel strengths by testing materials and soil; Performing assessments of materials for construction; Setting design specifications by calculating load and grade requirements, material stress factors, water flow rates, and other similar parameters as needed depending on the project; Planning projects based on analysis of drawings, blueprints, photography, survey reports, maps and other geological and topographical data; Analyzing and drafting reports related to the project including environmental impact statements, traffic control, and right-of-way descriptions; Assisting with estimating material, equipment, and labor needed to define project costs; Collaborating with project architect and contractor(s) to ensure proper project progress; Collaborating with surveyors (or directing and participating in surveying activities) to define necessary installations, reference points, grades, elevations, and other factors affecting construction; Monitoring of project progress to ensure compliance with design specifications, safety requirements, and other necessary standards; As needed, and upon completion of any project, inspecting, repairing, and maintaining projects as needed; Providing oversight to ongoing construction projects; Assisting with cost estimates for each project and refining cost estimates during design phase(s) to confirm adherence to budget; Assisting with the selection of construction manager and general contractors for projects as requested; Attending pre-construction conferences; Providing regular construction inspection; Conducting monthly on-site progress meetings for ongoing projects; Reviewing, evaluating, and making recommendations on change orders; and Other duties as assigned by the Board. It is anticipated that the selected Firm(s) will enter into Master Services Agreement ("MSA") and that specific projects will be issued to the Firm(s) via a separate statement of work issued pursuant to the MSA. Specifics related to any project will be determined during the negotiation process for the statement of work related to the project. Successful firm(s) will perform the work under the direct supervision of a professional engineer who is fully licensed and registered in accordance with all necessary state requirements and who is in good ethical and professional standing. The Board maintains an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises and encourages proposals from small, minority, and women-owned business. Qualifications and Experience of Staff Assigned to Project 30% Firm Qualifications and Experience Related to the Scope of this Project 30% History of experience with retail space design and construction 20% Prior experience working with local ABC Boards 10% Location of Office to Perform Work 10% The selection of a firm or firms for the award will be qualifications-based subject to a mutual understanding of the scope of services and a negotiation of a fair and reasonable fee. Depending on the number and quality of responses to the RFQ, the Board may decide to conduct interviews of shortlisted firms prior to selection. No cost or fee schedule shall be submitted with any response. Firms are responsible for all costs related to the submittal of a response to the RFQ, including but not limited to preparation of documents or submittals needed for negotiations and the costs incurred in traveling to and participating in any meeting associated with the Board's selection process and/or negotiating a contract. Submissions of responses to the RFQ establish a conclusive presumption that the firm is thoroughly familiar with the RFQ and that the firm understands and agrees to abide by all of the stipulations and requirements contained therein. Requests for clarification and questions to this RFQ must be received by the Board no later than the date set out in the RFQ Timeline above, for the submittal of written inquiries. Failure to request clarification or submit questions by the date in the RFQ Timeline above shall be considered to be the firm's acceptance of the Board's terms and conditions and requirements as set out in this RFQ. The Board shall issue addenda reflecting answers and questions to this RFQ, if any, and shall post any such addenda to the North Carolina Interactive Purchasing System (IPS) website and to the Greensboro ABC Board's website. Interested firms should periodically check the IPS for any addenda. It is the applying firms' responsibility to ensure that all addenda have been reviewed. No questions should be submitted to the Board or any of its agents or representatives about the RFQ orally or telephonically. No information, instruction, or advice provided orally or finally by any Board personnel, whether made in response to a question or otherwise in connection with this RFQ shall be considered authoritative or binding; only written material contained in an Addendum to this RFQ may be considered.
