Performance Work Statement (PWS) for Project Management/Construction Management Services March 31, 2022 1. General 1.1. Introduction 1.1.1. The mission of the Department of Veterans Affairs is to care for those "who shall have borne the battle". This acquisition will expand VASNHC ability to design, construct and renovate facilities. 1.2. Objective 1.2.1. The objective of this acquisition is to secure additional qualified personnel to assist VA Engineering staff in the design, construction, and renovation of structures in various stages of design or construction. 1.2.2. The SNHCS is currently exercising a contract with Alares Engineering for these services and has had previous contracts with Alares Engineering to perform under similar contracts. Alares Engineering has performed more than satisfactorily and is an SDVOSB. 1.2.3. The SNHCS wishes to continue working with Alares Engineering under a new contract. 1.3. Scope of Work 1.3.1. The VA Sierra Nevada Health Care System (VASNHCS) is seeking design and construction services from engineering consultants with mid-level experience to oversee plan preparation and construction. 1.3.2. The Contractor shall provide all the services requested by the VASNHCS as detailed in section (2). The Contractor shall demonstrate proven PM/CM expertise for projects of various sizes and complexity. The Contractor shall provide efficient and comprehensive project management through all phases of the projects, with particular emphasis placed on the capability to work in partnership with VA, consultants, and contractors during pre-solicitation, contract award, project design, and construction phases. 1.4. Background 1.4.1. SNCHS has experienced several key construction project delays and cancellations due to insufficient engineering staff over the past several years. The proposed PM/CM acquisition will provide comprehensive, professional, and competent project management for reviewing, logging, monitoring, and archiving construction submittals, Requests for Information (RFI's), and other communications with all parties in the pre-solicitation, design, and construction process. 1.5. Type of Contract Contemplated 1.5.1. The contractual type is expected to be Firm Fixed Price for a contracted amount of professional time, calculated hourly. The contract may be cancelled at any time by the Contracting Officer on advice from the VASNHCS it is no longer necessary. 1.6. Period of Performance 1.6.1. The period of performance of this contract is 365 days from Notice to Proceed. 1.6.2. SNHCS wishes option years to continue the contract if the need remains and performance by the contractor is satisfactory. 1.7. Place of Performance 1.7.1. All work to be performed at the VA Sierra Nevada Health Care System (VASNHCS) located at: 1.7.1.1. 975 Kirman Avenue 1.7.1.2. Reno, Nevada 1.8. Applicable Documents 1.8.1. All applicable documentation on the Office of Construction & Facilities Management's (CFM) Technical Information Library (TIL): https://www.cfm.va.gov/til/index.asp. 2. Specific Requirements/Tasks 2.1. All work performed by the Contractor will be determined and specifically assigned by the VA Contracting Officer's Representative (COR). Assignment shall be made and withdrawn solely at the discretion of the VA COR with the concurrence of the Contracting Officer. 2.2. The Contractor during design shall provide a variety of project management services as described in this document including, but not limited to: design and constructability reviews (including value engineering); pre-solicitation document and procurement support; feasibility studies which may include providing a minimal design; construction management; development of a Project Management Plan; assistance for building commissioning and building commissioning; and post-construction support in cooperation with VA personnel, building occupants, and project architect-engineers. Design oversight commences on assignment by the VA to the Contractor and ceases when instructed to do so by the VA. 2.3. During construction the Contractor shall be responsible for, but not limited to: ensuring that all labor, material, tools, equipment, excavation, shoring and reshoring, testing, inspection, commissioning, and all necessary work set forth in the specifications and plans required by or may be reasonably inferred from the contract documents is performed in adherence to VA plans and specifications; and to provide the project management services and construction management services for the selected facility projects in an acceptable manner. Construction management services of the Contractor commence at project assignment by the VA and cease when instructed by the VA. 2.4. During the execution of the contract unless otherwise directed by the VA, the Contractor shall provide a Project Manager with the authority to commit resources of the Contractor's firm to monitor, manage and administer all phases of the project activities and to help achieve the completion of all pre-solicitation, pre-construction services, and construction activities on all assigned projects subject to this contract. The Contractor shall provide all necessary qualified personnel to perform PM/CM services under this contract. If the PM/CM Contractor personnel fail to perform to VA's satisfaction, VA may, upon 10 days written notice, require the Contractor to remove such person(s) from the project and replace them with personnel acceptable to VA. The Project Manager may provide dual or multiple roles dependent on his or her skill set and experience upon approval of the VA. The intent of this contract is to require the assigned Project Manager or Construction Manager to primarily perform his/her duties at the Contractor's facilities, but also necessarily visit the project sites and attend VA/Construction Contractor meetings when required. 2.5. Identification of the method proposed to satisfy requirements does not relieve the PM/CM Contractor from its obligation to ensure compliance with said requirements or its contractual responsibility to VA for such work 2.6. The PM/CM shall prepare, if required by VA, a project specific Project Management Plan (PMP) on assigned projects. 2.7. All documents within the PMP will serve as a roadmap for executing this project. The PM/CM will review the PMP with the Facilities Projects Managers for approval prior to executing the plan. A minimum of 10 working days shall be given to VA for review of the PMP. 2.8. The PM/CM shall prepare, if required by VA, a Construction Management Plan (CMP) on assigned projects. The CMP's shall be a written project-specific plan which outlines the project's scope, organization, and specific approach that the PM/CM will undertake to accomplish the various management tasks for the project. The Quality Management Plan should be integrated into the CMP to maintain a focus on project quality. The PM/CM shall maintain the CMP throughout the entire course of involvement with the project. The PM/CM shall provide an approved means for revisions to the project documents as changes become necessary. In addition to the CMP, the PM/CM shall include scheduling data that includes Actual Cost of Work Performed (ACWP); actual schedule progress, milestones reached and earned value; variance analysis and corrective actions needed; display of the present critical path for conventional facilities; and a narrative describing the status of technical work, significant project accomplishments, and potential problems. 3. Contractor Quality Assurance. 3.1. Adherence to VA standards as defined on the Technical Information Library (TIL) maintained by the VA's Office of Construction and Facilities Management shall be the measurement of success in the management of design and construction. 3.2. Qualified VA engineers will examine work produced by the Contractor to determine if VA standards are being met. 4. Delivery or Deliverables 4.1. Satisfactory completion of design and construction oversight with assigned projects adhering to VA Standards. 5. Meetings 5.1. For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings may be conducted by teleconferencing, as approved by the Contracting Officer or the Contracting Officers Representative. 5.2. Post-award Kickoff Meeting 5.2.1. Within 5 business days of contract award, the Government will conduct a post-award kickoff meeting by teleconference. The contractor will be responsible for arranging the meeting. 5.3. Intermittent Project Status Reviews 5.3.1. At the sole discretion of the Government, intermittent project status reviews may be conducted on an informal basis by telephone or teleconference upon 1-day advance notice as approved by the Contracting Officer or Contracting Officer's Representative. 5.4. Monthly Project Status Reviews 5.4.1. Monthly status meetings to be conducted each month at a time to be determined at the post-award kickoff meeting. The Contractor is responsible for reporting the previous month's activities (including any risks, issues, or concerns, and actual or recommended actions for their mitigation), and projected activities for the following month. A written monthly summary of activities performed during the month may be accepted in lieu of a meeting at the discretion of the Contracting Officer or the Contracting Officers Representative. 5.4.2. Government requires a monthly review of costs from the Contractor with the COR. This shall include a breakdown of costs per project and a one month look ahead for work in the next month. 5.5. Program Management Review 5.5.1. The Government will conduct quarterly program management reviews by teleconference to review the progress of the program, identify any risks, issues, or concerns, and provide feedback on the Contractor's progress and performance. The Contractor shall provide written data and verbal presentations as to the financial status of the projects administered (projected vs. incurred costs), any identified any risks, issues, or concerns (and their mitigation or its plans for their mitigation). 6. Required Travel 6.1. Required travel will be agreed on by the Contracting Officer or Contracting Officer's Representative (COR) in advance of the travel. 6.2. GSA schedules will be the final authority as to reasonableness of cost. 7. Government Furnished Property/Equipment/Information 6.1. No Government Furnished Property will be used in this procurement. The method of contractor selection has not been determined at this time.
