Instructions for Submission of Quotes Potential contractors must submit their quotes electronically via email, no later than 2:00 PM EST, 8/26/2022, to the following: Contract Specialist Contracting Officer Lesly Hill Jeffrey Pearson lesly.hill@bia.gov Jeffrey.pearson@bia.gov Hydro Valve Replacement Product/Service Code: Z1MD Product/Service Description: MAINTENANCE OF EPG FACILITIES - HYDRO Period of Performance: 08/01/2022 to 06/02/2023 INTRODUCTION A key mission of the Bureau of Indian Affairs (BIA), Colorado River Agency, Branch of Electrical Services (CRAES) is to provide economical and reliable power to the residential and commercial customers that reside within the boundaries of the Colorado River Indian Tribe (CRIT) reservation. Owned and operated by the BIA, CRA-ES HGRD is located on the lower Colorado River, about 15 miles downstream of Parker Dam near the town of Parker, Arizona in La Paz County. Headgate Rock Dam (HGRD) impounds a body of water known as Lake Moovalya and has 10 radial gates in which 3 of the feed the hydroelectric power plant that was retrofitted to the HGRD circa 1992. It was designed as a low head, axial flow turbine powering the generation units to nearly 19.5 Mega Watt (MW) of power serving the Colorado River Indian Tribes (CRIT) Reservation. The existing legacy Woodward Governor hydraulic distribution system provides hydraulic pressure utilized to control the Kaplan blade angles and wicket gates. It consists of several hydraulic distribution valves, staged pressure pumps, accumulators, and ancillary equipment operating at 1,000 pounds-per-square-inch (psi). The existing valves and system pressure pumps have seen continuous service with minimal service since installation in 1992. 2.0 OBJECTIVE AND SCOPE The objective of this effort is to inspect components of the current governor system configuration and perform repair or replacement of deficient and/or older legacy hydraulic distribution system components. Some hydraulic components were replaced through earlier efforts and are not expected to be deficient. A secondary objective is to reduce the logistical footprint by minimizing, as much as possible, the breadth of components utilized throughout the hydroelectric systems. Once all three governor hydraulic systems are considered ready, they shall be calibrated, aligned, and tested for successful operation and commissioned into service. The hydraulic distribution system shall include the components of the hydro-electric system. These components are outlined in the table below.
