This will require the materials, mobilization of equipment, construction techniques in accordance with local, state, and federal standards, and the labor necessary to complete the construction, which will include but is not limited to the following: Universal Technology Park - Rough Grading Clearing and grubbing, grading, erosion control measures such as but not limited to silt fence, construction entrance, temporary sediment basins, temporary diversion ditches, temporary and permanent stormwater pipe, temporary and permanent inlet and outlet protection, Rip Rap, slope and ditch reinforcement, seeding and mulching for complete ground cover and stabilization, surveying, Etc. The owner will provide a subsurface and rock exploration report from a geo-technical consultant in the bid package. The owner will also provide the geo-technical construction materials testing (CMT) during construction as required to certify the site was constructed properly. Owner will award the project based on Unit Price - Lowest Base Bid. The Instructions to Bidders, Bid Form, Contract, Plans, Specifications, Bid Bond, Performance Bond, Payment Bond, and other Contract Documents may be examined at McDowell County Administrative Offices: 69 N. Main Street, Marion, North Carolina, 28752 Engineers Office: Advantage Civil Engineering, PA, 346 Merrimon Avenue, Asheville, NC 28801 Contractors shall email admin@aceasheville.com and dkensil@aceasheville.com 24-hours in advance to obtain a hard copy of the RFB Package. Contractors can also call Mike Lovoy, P.E at (828) 545-5393 to ask questions about obtaining a RFB Package Contractors shall email admin@aceasheville.com and dkensil@aceasheville.com 24-hours in advance to obtain a hard copy of the RFB Package. When requesting the RFB Package that includes drawings, specifications, and contract documents, contactor shall provide the following information about your company: Mailing address; street (UPS) address; telephone number; and EMAIL Address. Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond made payable to the Owner and shall be for an amount equal to not less than five percent (5%) of the amount of the bid. Provisions of the security shall be as described in the Information for Bidders. A List of Proposed Subcontractors must be submitted within three (3) days of the Bid Opening by the awarded contractor. A List of Project References must be submitted within three (3) days of the Bid Opening by the awarded contractor. No bid will be considered unless the bidder is legally qualified under the provisions of the North Carolina Contractor's Licensing Law. The bidder must agree to follow any relevant North Carolina General Statutes related to public bidding and contracting. NOTICE TO BIDDERS: Each bidder shall fully acquaint themselves with the conditions relating to the scope and restrictions attending the execution of the work under the conditions of this Bid. The failure or omission of a bidder to acquaint himself with existing conditions shall in no way relieve him of any obligation with respect to this Bid or to the contract. All amendments to and interpretations of this solicitation shall be in writing and issued by Advantage Civil Engineering or McDowell County or shall not be legally bound by any amendment or interpretation that is not in writing. This contract is expected to be funded in whole or in part using funds from the Golden LEAF Foundation. The owner requests that all materials and manufactured goods used in the project are produced in the United States. There is no requirement for the origin of components and subcomponents of material and manufactured goods. All Contractors submitting bids shall have a North Carolina Contractors License that is in accordance with the North Carolina Licensing Board. The Owner asks Contractors to consider the use of local Subcontractors located in McDowell County or surrounding counties if possible. No bidder may withdraw the bid within sixty (60) days after the actual date of the opening and thereof. The Owner reserves the right to waive any informality or to reject any or all bids. McDowell County reserves the right to accept or reject any, all or any part of bids received because of this request, to waive any informalities or to cancel in part or in its entirety this request, if it is in its best interest to do so. McDowell County will be sole judge as to whether bids submitted meet all requirements. All bids submitted shall become the property of McDowell County. This solicitation does not commit McDowell County to award a contract, to pay any cost incurred in the preparation of bids or to procure or contract for goods or services.
