The US Environmental Protection Agency's (USEPA's) new Lead Copper Rule Revision (LCRR) requires community water systems and non-transient, non-community water systems, herein referred to as "water systems" or "systems," to develop and submit to the New Hampshire Department of Environmental Services (NHDES) an inventory of service lines within the water system's distribution system by October 16, 2024. The purpose of the inventory is to identify the location and material of service lines and ultimately create a replacement plan for all lead service lines or galvanized service lines downstream of lead pipe, also known as "galvanized requiring replacement," within public water distribution systems nationwide. This includes the entirety of the service line from the water main to the structure. In certain instances where sampling data dictates, in addition to being required to submit their service line inventories, systems will be required to submit a documented replacement program for replacing the lead or galvanized lines requiring replacement to the NHDES. The group of service lines including lead and galvanized requiring replacement will herein be referred to as "lead service lines" or "LSL." The service line material inventory must be made publicly accessible and include a unique location identifier for each LSL. For water systems serving greater than 50,000 persons, the inventories must also be posted online. As many systems in New Hampshire lack staff with the technical knowledge and infrastructure to manage a dataset of this size and complexity, NHDES proposes to build a public use portal to allow system owners and operators to securely enter spatial and tabular inventory data, make edits, and submit as-built plans or other documents in .pdf format. NHDES envisions the creation of a web-based, map enabled solution that allows water system staff or their representatives to enter geographic information system (GIS) type data and upload electronic documents to meet these reporting requirements. The solution should then be able to provide NHDES with information regarding the progress systems are making to update their service line inventories and towards replacing LSLs. The solution should be intuitive, as NHDES regulates a wide range of water systems varying from communities serving as few as 25 people to others that serve over 100,000 people. Systems are managed and operated by a diverse group with highly varying degrees of technical expertise. The solution should be configurable to accommodate future needs for submission of additional spatial data layers (monitoring program sample locations, water mains, etc.) and many electronic documents (Monthly Operating Reports, DBP Quarterly Reports, Consumer Confidence Reports, Cross Connection Reports, etc.). If possible, NHDES proposes that the solution also be able to integrate other, current initiatives that are ongoing throughout the Drinking Water and Groundwater Bureau (DWGB). Delivery of the proposals shall be at the Proposer's expense. The time of receipt shall be considered when a proposal has been officially documented by the Agency, in accordance with its established policies, as having been received at the location designated above. The Agency accepts no responsibility for mislabeled mail or mail that is not delivered or undeliverable for whatever reason. Any damage that may occur due to shipping shall be the Proposer's responsibility. All proposals submitted in response to this RFP must consist of at least one (1) electronic copy of the Proposal, including all required attachments contained on digital media. If paper proposals are submitted in addition to the required electronic submittal, at least eight (8) clearly identified copies of the Proposal, including all required attachments are required. Proposers who are ineligible to bid on proposals, bids or quotes issued by the Department of Administrative Services, Division of Procurement and Support Services pursuant to the provisions of RSA 21-I:11-c shall not be considered eligible for an award under this proposal.
