A bid bond in the amount of 5% of the total amount bid shall be attached to all bids as a guarantee that the successful bidder will within ten (10) days from the date of notice of award, enter into contract and file the required bonds, and furnish a certificate of Workman's Compensation and General Contractors Liability Insurance. The Town of Fairfax reserves the right to reject any and all bids, waive any irregularities or technicalities without assigning any reason therefore, and to make the awards in the best interest of the Owner. Department of Labor 29 CFR Part 5; Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170IU which requires that to the greatest extent feasible opportunities for training and employment be given lower income residents of the Town of Fairfax and contracts for work in connection with the project be awarded to business concerns which are located or owned in substantial part by persons residing in the area of the project.
