Review Title : Civil engineering professional services for the Grandes-Seigneuries School Service Center - Notice of qualification 2021 to 2031 1. Purpose of the Notice of Qualification The Grandes-Seigneuries School Services Center (CSSDGS) invites civil engineering professional firms that have not qualified under the 2021 qualification notice to apply. During the period of validity covered by the initial notice of qualification, i.e. 10 years (2021 to 2031), the CSSDGS wishes to obtain tenders from firms able to offer professional services in civil engineering, in order to improve its list of qualified service providers valid for ten (10) years, all in accordance with the mechanism provided for in Chapter V of the Regulation respecting service contracts of public bodies. The services expected may include, but are not limited to, projects of various kinds, such as repairs to parking lots, repairs to schoolyards and drainage, all in connection with projects resulting from the Plan québécois des infrastructures (PQI) of the MEQ and the Master Plan of the Center de Services scolaire. Expansion projects, new construction, as well as all projects whose fees are estimated above the public tender threshold are not part of these projects. It is understood that the assignment of the mandates covered by this notice of qualification is conditional on the authorization of the Ministry of Education of Quebec (MEQ). 2. Minimum qualification To be included on the list of retained service providers, a firm must qualify by obtaining the acceptable level of performance for each of the three (3) criteria assessed. Please note that once a year, a public notice of qualification will be published again in order to allow the qualification of other service providers during the period of validity of the list, i.e. from November 1 , 2021 to October 31, 2031. 3. Allocation of mandates Civil engineering mandates involving fee expenditures estimated to be below the public call for tenders threshold will be subject to the provisions of the Act respecting contracting by public bodies (CQLR. c. C-65.1), the Regulation respecting certain services of public bodies (RLRQ. c. C-65.1, r.4), as well as the CSSDGS Policy for the Acquisition of Goods and Services . These will be awarded only to qualified firms, favoring rotation between them as much as possible. Thus, in order to establish the order of qualified Firms for rotation purposes, the School Service Center will draw lots annually. However, the School Services Center reserves the right to use the invitation to tender process restricted to qualified Firms, when it deems it necessary.
