Contract Information: These services will be procured in accordance with 40 USC Chapter 11 Selection of Architects and Engineers and Public Law (PL) 92-582, formally known as the Brooks Act, as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6. Firms must demonstrate competence and qualifications for the required work, stated in this synopsis, for selection for negotiation. This acquisition will result in award of four (4) single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts (one (1) per region) for A-E Environmental Services in four (4) diverse regions. Each IDIQ will have one (1) five-year ordering period anticipated to commence in March 2023. The IDIQs will have one (1) option period available allowing services to be extended for up to six (6) months under the authority of FAR Clause 52.217-8, Option to Extend Services. Each IDIQ's guaranteed minimum is anticipated to be set at $25,000.00, with each IDIQ maximum value set as $50 Million. This announcement is restricted to small business concerns. The applicable North American Industry Classification System (NAICS) code is 562910, "Environmental Remediation Services", with a size standard of 750 employees. The selected firms will be required to perform work in accordance with FAR Clause 52.219-14, Limitations on Subcontracting (DEVIATION SEP 2021). In accordance with the FAR 36.601-4(b), the A-E firm must be a registered/licensed engineering firm to be eligible for award. Firms must provide proof that it is permitted by law to practice the professions of engineering, (e.g., state registration number, or a brief explanation of the firm's licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm's elimination from consideration. Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the submittal. Elaborate presentations are not desired. Eligibility for this contract award requires registration of the firm with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. Firms will be verified by Data Universal Numbering System (DUNS) number/Unique Entity Identifier (UEI) to ensure that awards for the IDIQs are to unique entities. Failure to register in the SAM Database may render your firm ineligible for award. 2. Project Information: Work will be issued via negotiated Firm-Fixed-Price (FFP), Time-and-Materials (T&M) or Labor-Hour (LH) task orders. No specific projects are identified at this time and therefore funds are not presently available for individual task orders. While subject to change, the Government anticipates that approximately 30 to 45 task orders will be issued amongst the IDIQs over a five-year period and the average value will range from $75,000.00 to $2 Million per task order. Individual projects have historically had periods of performance that range from 12 to 60 months. The firm shall furnish all labor, management, incidental services, investigations, studies, travel, facilities, supplies, equipment, and materials to perform the required services. During the execution of work, the firm shall provide adequate supervision and quality control to assure the accuracy, quality, timeliness, and completeness of the work. Services include a broad range of environmental services in both tidal and non-tidal environments and for a range of biomes in support of the habitat restoration and environmental programs for the National Marine Fisheries Service - Office of Habitat Conservation and other government agencies. The regions stated below will be the preponderance of the geographic area but firms shall also have a nationwide capability in order to provide added flexibility if capacity concerns arise. The applicable regions are: o South Atlantic Coast - Includes the states of North Carolina, South Carolina, Georgia, Florida, and U.S. Caribbean Islands (Puerto Rico and U.S. Virgin Islands). o Gulf of Mexico - Includes the states of Florida, Alabama, Mississippi, Louisiana, and Texas. o Northeastern U.S. Atlantic and Great Lakes - Includes the states of Maine, New Hampshire, Massachusetts, Connecticut, Rhode Island, New Jersey, New York, Pennsylvania, Delaware, Vermont, Virginia and Maryland for the North Atlantic Coast, and New York, Wisconsin, Michigan, Illinois, Indiana, Ohio, and Minnesota for the Great Lakes Region. o Pacific Coast - Includes the states of Alaska, Oregon, Washington, California, Hawaii and the U.S. Pacific Islands (American Samoa, Guam, and the Commonwealth of the Northern Marianas), Idaho, Montana, Wyoming, Utah, Nevada, Arizona, Colorado, and New Mexico. The preponderance of the work is environmental restoration support. The restoration support is accomplished substantially through professional services of an architectural or engineering nature and other supporting incidental services. Services required may include, but are not limited to, the following broad categories: o Assessment studies including topographic, bathymetric, ecological, hydrologic, geotechnical, geomorphic, contaminated materials, hydrogeological marine, estuarine, oceanographic, cultural, economic, wetlands and plant and animal community assessments. Supporting studies on the physical, biological, and anthropogenic effects of a proposed habitat protection, restoration or creation action(s) to be provided under the requirement. o Field surveys, mapping and sampling which may require the use of boats and global positioning system (GPS) technology and soil, sediment coring and/or surface or groundwater sampling equipment. o Modeling including hydrologic and hydraulic evaluations, surface and groundwater quality and quantity, sediment or contaminant fate and transport, tidal elevation, tidal current and wave models. o Architectural services for buildings as components of environmental restoration projects. o Landscape architecture services as components of restoration and coastal resiliency projects. o Engineering services by licensed professional engineers in all required disciplines to prepare: project designs, basis of design reports, construction plans, and permit applications as needed for compliance with federal, coastal state and local regulatory authorities. This may include preparation of all required details, specifications, bid documents and supporting graphics. o Limited construction services that include administration, oversight, and project coordination with NOAA restoration project managers or Natural Resources Damage Assessment (NRDA) case team leads. o Consulting support services for the development of environmental documentation in accordance with the Oil Pollution Act (OPA), Comprehensive Response Compensation and Liability Act (CERCLA), and National Environmental Policy Act (NEPA) to include preparation of Restoration Plans (RPs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs), and other programmatic documentation related to NOAA's habitat restoration activities. o Stakeholder engagement, education, and outreach services including environmental training and restoration project development workshops, development and execution of human dimensions surveys, development and execution of stakeholder engagement, marketing, outreach and communication plans and strategies, and translation services.
