Questions Due Date:11/10/22, 2:00 PM EDT The City of Norwalk through the Norwalk Redevelopment Agency (RDA) is soliciting a request of qualifications (Request for Qualifications/RFQs) from qualified Contractors/Tradesmen for home rehabilitation and construction services. The Agency intends to retain one or more firms to be utilized through the South Norwalk Improvement Program (SNIP) to complete approved projects on qualifying properties in South Norwalk. Your firm is invited to provide a statement of qualifications for these services. Please see Section 1 below (Project Scope) for further details The Scope of Services will vary depending on the size and complexity of the project but will typically include: 1. A site visit to verify existing conditions and to gain an understanding of the subject home and how the proposed project can enhance the home/site within its neighborhood. 2. Preparation of scope of work and written proposal, in collaboration with applying homeowner, to be approved by RDA. 3. Applicable Construction Hours: The property owner will assure all necessary structures or units will be accessible to contractor Monday through Friday between the hours of 8:30 a.m. and 5 p.m. except on holidays and at any other times agreeable to both owner and contractor. 4. All services and expenses shall be included in the solicitation, which shall be all inclusive. No additional charges shall be made for overhead, profit, fuel, travel or incidental expenses without written change order to be signed by RDA, property owner and selected contractor. 5. Expenses for permits and inspections required by the City shall be billed at actual cost. 6. Any required parts and materials shall be billed at contractor's cost plus the markup included in the contractor's bid. If the contractor obtains parts and materials from a source in which the contractor has a direct or indirect interest, no additional markup shall be billed. Contractor billings shall include service personnel titles (i.e., journeyman, apprentice) and the hourly rate for such personnel, a brief description of job repairs, copies of vendor invoices for parts and materials; original vendor invoices shall be subject to review by the NRA during normal working hours at the contractor's premises. In some cases, the NRA may select to purchase parts and materials, and provide them to the contractor for installation only. 7. Contractor must secure all permits required by the City prior to the commencement of work performed and copies of required permits and approvals must be delivered to NRA. 8. For trades where licensing is required by the state, the employees performing the work must be licensed. 9. Contractor is required to properly remove and dispose of any debris, resulting from the work performed, from the job site. Disposal shall comply with all local, state, and federal requirements. All work is to be performed to industry standards. 10. Contractor responsible for providing all standard tools of the trade.
