New Department of Public Works Facility The Town of Billerica, acting through its Town Manager, will receive responses from qualified firms for Owner's Project Manager (OPM) Services for the final design, engineering and construction administration of the new Department of Public Works (DPW) Facility located off Old Middlesex Turnpike. The estimated construction cost for the 74,000 sf building is approximately $41,030,000. The design fee has been appropriated at Town Meeting. It is anticipated the Project will be completed by fall 2025. The Town reserves the right to reject any and all responses, to waive informalities and to award in the best interest of the Town. All questions regarding this RFQ should be directed to DPW Director, Fred Russel.
