**As of November 1, 2022, this project has not yet been awarded. A timeline for award has not yet been established.** Without intending to limit or restrict the volume of Work required, the Project includes the following Work: Construct water main replacements in and around Pershing Avenue, Brockway Borough, Jefferson County, including a 500 L.F. directionally drilled levee and stream crossing, approximately 450 L.F. of connecting water main (open material choice), pressure grouting abandonment of portions of existing water mains and valve boxes, appurtenances and restoration. Construct water main replacements in and around Rattlesnake Road, Snyder Township, Jefferson County, including a 300 L.F. directionally drilled wetland and stream crossing, a 90 L.F. directionally drilled highway crossing, approximately 100 L.F. of connecting water main (open material choice), appurtenances and restoration. Bids will be reviewed at the Authoritys monthly meeting on Monday, October 10, 2022, at 7:00 P.M. prevailing time. No bid will be considered unless it is accompanied by a certified check or Bid Bond in an amount equal to ten percent (10%) of the total bid. The Bid Security shall be made payable to Brockway Borough Municipal Authority. All Bid Bonds must be accompanied by a Power of Attorney or suitable letter of commitment from a licensed surety company as described in the Instructions to Bidders and Specifications. CLARIFICATION DEADLINE 9/30/2022 2:00 PM Except as permitted by law, the Owner shall Award the Contract to the Lowest Responsible Bidder or reject all Bids within sixty (60) days from the date of Bid opening; and no bidder may withdraw his Bid before the expiration of such 60-day period; provided however that if the Award is delayed by the required approval of another Government agency, the sale of bonds, the award of a grant or grants, the Owner shall reject all Bids or Award the Contract to the Lowest Responsible Bidder within one hundred twenty (120) days from the date of Bid opening, and no bidder may withdraw his Bid prior to the expiration of such 120-day period. Thirty (30) day extensions of the date for the Award may be made by the mutual written consent of the owner and the Lowest Responsible Bidder. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel: Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The Owner reserves the right to reject any or all bids, or portion thereof, and to waive any informalities and to accept any bid that it may deem to be in the best interest of the Authority.
