Sonoma County Water Agency (Sonoma Water) invites proposals from firms interested in providing watershed sanitary survey (WSS) services for the Watershed Sanitary Survey Update 2023 Project. The purpose of a WSS is to help identify what treatment facilities are needed, if necessary, to properly treat a water source. A WSS provides documentation of actual and potential contaminant sources within a watershed. With this information, the water purveyor can adopt or modify watershed management practices to protect the water source. In addition, the water purveyor can implement appropriate monitoring procedures to alert water system personnel to potential problems, and may utilize or install possible treatment processes to treat expected contaminants. A WSS can also help a water purveyor anticipate changes in water quality, not just react to results of routine raw and finished water monitoring. The Project will identify changes in land use or practice to provide a general indication of any new or different possible contaminating activities within the watershed since the last study was completed in 2017. If Sonoma Water considers interpretations or clarifications necessary, Sonoma Water will provide a written supplement to this RFP. The living wage rate required under the County's Living Wage Ordinance (LWO) has increased. Effective January 1, 2022, the living wage rate required under the LWO shall be $16.75 per hour, an increase over the previous $15.00 per hour. The adjustment was adopted by the County's Board of Supervisors on December 14, 2021, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate. The method of contractor selection has not been determined at this time.
