Sonoma County criminal justice partners seek to evaluate the implementation and effectiveness of interventions intended to support recidivism reduction among persons under probation supervision. The County seeks to contract with one or more evaluators (Contractors) with successful experience in conducting evaluations of multiple criminal justice and human service programs and practices within the criminal justice system, and overall criminal justice system effectiveness in achieving equitable public safety outcomes. Various County departments and partner agencies administer programs and services funded by the CCP, including Sheriff, Probation, Health Services, Human Services, District Attorney, and Public Defender. Some programs and services are provided by the agencies themselves, and others are provided by contractors. The CCP has allocated resources to evaluate systems, programs, and practices applied to the realigned population, with an interest in understanding: 1. How closely the implementation follows program and practice design, and ways to increase fidelity. 2. Where to focus efforts to improve race and gender equity in programs, practices, and systems; and 3. How effective the activities are at achieving the intended outcomes. Sonoma County is also interested in learning this information related to others under Probation supervision, and in support of that, the County may contribute additional funds to expand the evaluation to include non-realigned populations and the programs and interventions these populations receive.Proposers must submit any questions in writing per the schedule in order for staff to prepare written responses. Questions will not be accepted by phone. The living wage rate required under the County's Living Wage Ordinance (LWO) has increased. Effective January 1, 2023, the living wage rate required under the LWO shall be $17.25 per hour. The adjustment was adopted by the County's Board of Supervisors on December 6, 2022, in accordance with Sonoma Municipal Code section 2-377(d). The Sonoma County Board of Supervisors voted unanimously on March 21, 2023, to raise the county's Living Wage an additional 2.26 percent to $17.65 an hour, effective July 1, 2023. All covered employees must be paid at least the increased living wage rate.
