Time is of the essence and the COC is seeking professional assistance in completing an entire TCEP grant application packet, that would include data, exhibits and all other pertinent information required by the application. The City of Coachella (City), proposes the construction of a new interchange at State Route 86 (SR-86) (PM R19.2/R21.6) and Avenue 50, approximately 1.1 miles north of the existing Avenue 52 intersection and 1.95 miles south of the existing Dillon Road interchange. The project would convert a portion of SR86 from an at-grade signalized intersection into a grade-separated full interchange with a new overcrossing bridge and access ramps. A new Avenue 50 overcrossing would be constructed with associated on- and off-ramps and signalized intersections. The purpose of the project is to improve mobility to and from eastern parts of the City of Coachella by providing direct and dependable access over the Coachella Valley Stormwater Channel (CVSC), improve operational efficiency by replacing the existing SR-86/Avenue 50 intersection with a new interchange, improve expressway access for the City and the Coachella Valley Region, implement improvements consistent with the City's circulation plan, and improve traffic operations and accommodate planned growth by enhancing levels of service at local street intersections and adjacent interchanges. The existing SR86/Avenue 50 interchange cannot accommodate anticipated planned growth for the area and does not provide adequate mobility, operational efficiency, and dependable access through the project area The project proposes to construct a new Modified Type L-9 Partial Cloverleaf interchange at SR-86, which includes constructing a second two-span structure over the existing SR-86 to replace the existing at-grade crossing / intersection. Because the Traffic Accident Surveillance and Analysis System (TASAS) - Transportation System Network (TSN) data show the actual accident rate, actual fatal accident rate, and actual fatal plus injury rate within the project limits are all higher than the statewide average for similar facilities, this new interchange and bridge is critically needed to eliminate potential conflict between crossroad traffic. In addition, the operating conditions and accident rates are expected to worsen as traffic volumes increase with the growth and development that is taking place in the City and surrounding communities. Hence, this new interchange would significantly improve safety complying with the primary selection criteria. The proposed new interchange would include a northbound loop on-ramp to accommodate the anticipated predominantly eastbound-to-northbound movement of morning commute traffic, three new traffic signals at the ramps' intersections and Avenue 50/Tyler Street intersection west of the CVSC. The project includes an auxiliary lane north of the northbound on-ramp convergence point to improve traffic operations. Adding an auxiliary lane would reduce rear-end collisions and improve safety. The anticipated total design and construction costs for the SR-86/Avenue 50 Interchange Project are approximately $60 million dollars. Environmental clearances are completed and Right of way acquisition phase for the project has already commenced and will occur concurrently with project design "PS&E". The grant application will include funding for the PS&E phase, which must be completed within 18 months of TCEP grant award. The construction phase of the project must be awarded within 24 months of TCEP grant award. The TCEP grant application must be completed by November 18th" The project is being delivered by the City of Coachella, Coachella Valley Association of Governments (CVAG), Riverside County Transportation Commission (RCTC), and Caltrans District 8. The selected consultant will assist COC in developing truck and freight movement data in support of a 2022 TCEP application for the project. The scope of services will include, but not be limited to: Complete the 2022 TCEP Grant Application in its entirety, including any needed exhibits; Truck origins and destinations in the SR-86 corridor. Truck volumes on parallel corridors between Los Angeles and Imperial Valley A description of how the project supports the Goals and Objectives and Freight Investment Themes identified in the California Freight Mobility Plan. A description of how the project supports the goals of the National Highway Freight Program, the California Freight Mobility Plan, and the California Sustainable Freight Action Plan. An economic assessment of how the project will benefit the economy and truck-related industries in Riverside and Imperial counties. A qualitative description of how the project addresses the three Freight System Factors and six Transportation System Factors listed in the Evaluation Criteria of the 2022 TCEP Guidelines. The required truck-related Performance Metrics of a TCEP application including Congestion Reduction, Throughput, System Reliability, Velocity, Safety. Calculation of how the project contributes to corridor or air basin emission reduction of greenhouse gases, diesel particulates (PM 10 and PM 2.5), carbon monoxide, nitrogen oxides, and other pollutants listed in the Performance Metrics. Proposers should recommend in their proposal other data that should be developed in support of the TCEP application based on their experience with truck origins\destination, freight movement and the TCEP application process. The preferred candidate will be familiar with the TCEP Goals and Guiding Principles, California Freight Mobility Plan Goals and Objectives, California Freight Mobility Plan Critical Freight Investment Themes, and TCEP Performance Metrics. The preferred candidate will have a track record of assisting California agencies in submitting successful TCEP applications.
