The Planning and Building Department needs the services of On-call Planning and Environmental Services Consultants. The purpose of this Request for Proposal (RFP) is to solicit offers from qualified firms to establish a consultant contract for up to a 5-year period. Two levels of On-Call contracts are anticipated to be awarded to cover large and small consulting firms. On-Call Planning and Environmental Services include the following scope of services: Review and management of land use, subdivision, and general plan amendment applications Preparation of Environmental Determinations including but not limited to, Exemptions, Initial Studies, Negative Declarations, Supplemental documents, and Addendums Preparation of staff reports and presentation at hearings Perform mitigation monitoring or condition compliance Provide specialized technical expertise in support of the general functions above (e.g., biological, noise, transportation, etc.) Provide peer review services of technical documents and studies in support of the general functions above. The method of contractor selection has not been determined at this time.
