The successful bidder will have to maintain and open the roads to a sufficient width to make it easier to clear the ditches when the snow melts . The clearing of ditches when the snow melts will be the responsibility of the contractor , as well as the restoration of the earth that has been raised during snow removal and clearing. Tenders must be stamped and bear the mention Tender for the maintenance and opening of winter roads 2022-2023, 2023-2024 and 2024-2025. Tenders must not include applicable taxes in the price and the tender submitted must mention the unit prices per kilometer of road in effect for each of the three years of the contract. Please note that the Municipality will not grant any compensation, of any nature whatsoever, to compensate for the variation in the price of the equipment used or the operations carried out that may occur within the framework of this call for tenders. The tenderer must: Demonstrate that he has an adequate communication system so that the municipality can communicate with him at all times;
Walk the roads to be maintained and note all the mailboxes that would be in the right-of-way of the road to be maintained during the winter or that could interfere with the proper functioning of snow removal. The successful bidder will have to meet the owners whose boxes could be an obstacle and come to an agreement with them;
Demonstrate that he has a heated storage area to store the machinery assigned to this tender and that this machinery is available at all times.
Read the Municipality of Sayabec's Contract Management Regulations (available on the Municipality's website and at City Hall) and attach the declaration to its submission;
Provide a list of the equipment necessary for the maintenance and opening of the roads in winter as well as a copy of the registration of this equipment. (The Municipality of Sayabec reserves the right to establish the relevance of the equipment and to judge whether it is adequate for the purposes of this contract.);
Submit a copy of the tax certificate issued by Revenu Québec;
Provide a certified check representing 10% of the tender presented (attached to the latter) or an equivalent tender bond from a company legally authorized to provide it;
When the Municipality decides to award the contract, the successful bidder must hold a $2,000,000 liability insurance policy valid for the three winter seasons.
The Municipality of Sayabec is under no obligation to accept the lowest or any of the tenders received, nor incur any obligation or expense of any kind towards the tenderers.
