Lowell Wastewater is publishing this Request for Qualifications (RFQ) for engineering services related to permitting and planning, evaluation, design, Owner's Project Manager (OPM), and construction services associated with various improvements to the transport and treatment systems that comprise sewer and drainage systems. These services are needed to assist the Utility in meeting U.S. EPA and Mass DEP regulatory requirements related to CSO discharges. Because of the complexity of these systems, as well as the nature of large scale projects, it may be necessary to expand the initial scope of improvements as work progresses. The method of Contractor Selection has not been Determined at this time.
