Loudoun County Sanitation Authority (DBA Loudoun Water), the Owner, invites contractors to submit qualifications packages for the aforementioned project. The procurement process shall be governed by the provisions of the Virginia Public Procurement Act (VPPA). The topics of discussion and agenda for the Pre-Proposal Meeting shall be controlled by the Offeror. In addition to the aforementioned topics, suggested topics include questions on technical information provided in the RFP, discussion of any technical concepts or innovation for which the Offeror may want Loudoun Water input, contractual comments and issues, discussion of other project delivery, schedule limitations, or other questions the Offeror may have. Potential topics of discussion are not limited to the topics listed above. The Offeror shall submit an agenda with a clear identification of topics and questions that they wish to discuss to Loudoun Water a minimum of one (1) week before their scheduled Pre-Proposal Meeting. All information exchanged in the Pre-Proposal Meeting shall be considered confidential and not shared with other Offerors. Loudoun Water reserves the right to amend this RFP based on feedback from any Pre-Proposal Meeting with any Offeror. Some questions or information requests from an Offeror may be considered by Loudoun Water to determine whether any answers or information provided will be shared with all Offerors. If this determination is made by Loudoun Water, the Offeror will be given the opportunity to withdraw the question or information request if the Offeror feels that sharing this information with all Offerors will reveal information about their approach that will detrimentally impact the strength of their Proposal. 3/2/2023 09:00:00 AM (ET) Mandatory Interviews Begin An interview with the Evaluation Committee will be mandatory for an Offeror to be considered for selection as DB. Interview attendees from the Offeror shall include no more than seven (7) Key Personnel that will be working on the Project on a day-to-day basis including the Project Manager, Design Manager, Project Superintendent, Lead Process Engineer, and staff member responsible for Startup & Commissioning. Interviews may be in-person and held at Loudoun Water's DCH Administration Building. Interviews are estimated to be approximately two (2) hours in length.
