1. Base Bid: a. The work generally consists of: SCHEDULE 1: SEWER IMPROVEMENTS The work of this schedule generally consists of 838 LF of 15 - inch SDR-35 PVC opencut sewer main install, 2 eccentric manholes, and 2 connections to existing sewer. SCHEDULE 2: ROAD RESTORATION The work of this schedule generally consists of restoration of asphalt surfaces after sewer main installation. The contract may be awarded based on the OWNER's best interests. The award will be based on the lowest cost combination of responsive, responsible bids, on the Base Bid and various Schedules, Alternatives, and Additive Alternate, as applicable, selected by the OWNER. Contract Time: 1. Base Bid: a. Schedule 1 shall be substantially complete and ready for OWNER's use and pre-final inspection within 60 calendar days from the Notice to Proceed, or by Thursday, December 15, 2022; whichever is sooner. b. Schedule 2 shall be substantially complete and ready for OWNER's use and pre-final inspection by Saturday, July 1, 2023; whichever is sooner. 2. All construction schedules shall be finally complete and ready for final payment within (30) calendar days of Substantial Completion. Liquidated Damages: 1. The CONTRACTOR shall pay the OWNER $2,500, for each calendar day or part of a day that expires after the time specified for Substantial Completion of any construction schedule(s) until the Work is substantially complete. The CONTRACTOR must ensure that employees and applicants for against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a certified check, cashier's check, or bid bond payable to the OWNER, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidders shall furnish an approved Performance Bond and a labor and materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful bidder(s) and a certificate(s) of that insurance shall be provided. The bid bond, a copy of the CONTRACTOR's license or certificate of renewal, and applicable funding requirement forms shall be included with each bid of proposal. All bids must be sealed. There will not be a pre-bid conference. (PRSP) No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER reserves the right to hold all bids and bid securities for a period not to exceed thirty (30) days and to hold the three low bids and bid securities for a period not to exceed sixty (60) days from the date of the bid opening.
