The City of Phoenix is seeking a qualified consultant team to provide engineering services to conduct a condition assessment of the Southern Avenue Interceptor (SAI), a multi-owner regional interceptor governed by the Subregional Operating Group cities of Glendale, Mesa, Phoenix, Scottsdale, and Tempe. The SAI ranges in pipe diameters from 48-inches to 90-inches and is approximately 19 miles in length, extending from 48th Street and Southern Avenue to the 91st Avenue Wastewater Treatment Plant. The SAI is constructed of PVC-lined reinforced concrete pipe, with the exception of the twin barrel siphon that traverses across the Salt River at 51st Avenue. The 48-inch and 54-inch twin barrel siphon is constructed of prestressed concrete cylinder pipe (PCCP) that is PVC-lined. A condition assessment was previously completed on this interceptor in 2013. The 2013 report found the interceptor in generally good condition with only six pipe segments identified for repair and approximately 125 manholes were identified for rehabilitation. The recommended rehabilitation was completed in 2017. The twin barrel siphon was excluded from the 2013 report and assessed separately. The siphon assessment was completed in 2018. The barrels and outlet structure were in fair condition and only the siphon inlet structure was recommended for rehabilitation. Rehab of the siphon inlet structure was completed in 2020. This project will consist of performing a condition assessment of approximately 98,500 linear feet (18.7 miles) of the Southern Avenue Interceptor including the 51st Avenue siphon and approximately 154 associated manholes and structures on the interceptor.
