The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport Terminal 4 (T4) Baggage Handling System (BHS) Upgrades Construction Manager at Risk (CMAR) project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project site is located at 3400 E. The objective of this project is the complete modernization of the T4 BHS, which includes - T4 North (T4N), T4 International (T4I), T4 Recheck (T4R), T4 FIS (T4FIS), and T4 In-Bound 1 thru 7 (T4IB1-7). Most of these systems are over 32 years old and when this project is completed the BHS will be, more reliable and operationally efficient, compliant with TSA Planning Guidelines & Design Standards (PGDS) version 7.0, more energy efficient, and less costly to operate due to reduced maintenance trouble calls and system outages. The project is located at Phoenix Sky Harbor International Airport, one of the 10 busiest airports in the country. Terminal 4 is the largest terminal at the airport and handles about 80% of the traffic at the airport through 94 gates. The major tenants currently occupying Terminal 4 are American Airlines in three of the northern concourses and Southwest Airlines in the four southern concourses and also utilizes T4R. The fourth northeastern concourse includes the international gate with Customs and Border Control facilities for international inbound flights serving Air Canada Rogue, British Airways, Condor, Volaris, WestJet, and American Airlines and American Eagle. The facility also serves numerous concessions operators, airline service providers and various divisions of the City Aviation Department and the TSA. The Project will require all ongoing operations at the terminal to be accommodated with minimal disruption during the implementation of the Project. The Project will require extensive stakeholder involvement during the design and construction phases. The Project will require coordination with various ongoing Tenant Improvements and Job Order Contracting construction projects. The Project will also require close coordination with existing tenant and City Aviation operations. The project is anticipated to include the following components, but the City reserves the right to modify or reduce the scope of the project and/or component(s) based on the needs of the airport.
