SaskWater has engaged Associated Engineering (AE) to provide engineering services for the development of the Buffalo Pound Non-Potable Water Supply System (BPNPWSS) - Regina Regional Project. The proposed system will supply non-potable water from Buffalo Pound Lake to industrial customers in Regina's southwest and northeast regions. The pipeline length to be installed, with a completion date of 2024, is approximately 65 kilometres consisting of 600 mm diameter, 500 mm diameter and 400 mm diameter pipe with an approximate pressure rating of 1,860 kPa (275 psi). The RFP documents will be released with 70% drawings. The purpose of the RSFQ (first stage) is to shortlist Respondents for the second stage of the procurement process. The successful Respondent in the RFP process (second stage) will work with AE and SaskWater to complete the design, including choosing a pipe material. The project involves many road crossings, rail lines, highways, and utility lines. The anticipated construction start date is April 2023, and an expected completion date of December 2024. The Contractor shall be responsible for supplying and installing the pipe and appurtenances. The anticipated release of the RFP documents is in late October, closing in early December 2022. The project intends to release the RFP with a 70% design package without a chosen pipe type. The successful Respondent (Contractor)in the RFP process will be submitting their intended pipe type that can meet operational design criteria as part of the RFP process. Once the Contractor has been selected and a contract secured, they will be expected to collaborate with the Engineer and SaskWater to finalize the design for construction. The Contractor will be responsible for supplying and constructing the pipeline, with a final completion date of the end of 2024.
