The contract will be awarded to the lowest responsible bidder, subject to confirmation by the City Council. A 5% security in the form of cash,
a cashier's or certified check or an acceptable bid bond must accompany each bid. The Scope of Work consists of furnishing all labor, equipment and materials for pavement resurfacing, patching, curb and gutter replacement, curb ramps and sidewalk improvements from along Canton Avenue from North and South Road to Hanley Road. All labor used 1n the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher. The City of University City hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. The City of University City reserves the right to accept or reject any bid and to waive any irregularities in the best interest of the City. The prime contractor must have a fully responsive contractor questionnaire on file with the Missouri Highway and Transportation Commission at least 7 days prior to the bid opening date in order for MoDOT to concur with the award of this project.
