This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This combined synopsis/solicitation for products and services as defined below. The government intends to award a Purchase Order (PO) that will include the terms and conditions set forth herein. This solicitation is a request for quotation (RFQ) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310: Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a small business size of 8.0M in annual receipts. The Testing and Advanced Technology Division (TATD) is seeking rebuild and install three (3) Champion Compressor Pumps. A site visit will be held for interested offerors to come on-site and view the equipment that require repair and installation. Date/Time: September 20, 2022 @ 10:00 am EST. Location: 2565 Plymouth Road, Ann Arbor, MI 48105 IMPORTANT: Must provide US Government Issued Identification to access the facility and follow the COVID-19 Safer Federal Workplace Visitor Access requirements found at https://www.epa.gov/aboutepa/covid-19-safe-federal-workplace Services: Rebuild and install three (3) Champion Compressor Pumps in accordance with the attached statement of work. All interested companies shall provide firm fixed priced quotations. All services shall incorporate all travel and labor at a firm fixed price. The quoter agrees to hold the prices in its quotation firm for 30 calendar days from the date specified for receipt of quotations unless another period is specified in an addendum to this solicitation. STATEMENT OF WORK: Champion Compressor Pump Replacement SOW Description/Background NVFEL relies on Three Champion brand air compressors (See attachment A) to supply clean oil free air throughout the lab. The most critical use of the air compressor's is to deliver air to the zero air generators that intern supply clean hydrocarbon free air to analyzer benches in all sections of the lab. These air compressors need to be inspected and maintained and periodically rebuilt including pump head replacement to assure a constant reliable clean air supply for analytical testing. Scope of Work: The Contractor shall furnish all expected and customary parts, labor, supervision, and equipment necessary to replace the compressor pump using new OEM parts. For each of three air compressors described on the attached list (see attachment A). During rebuild, two compressors will always remain in service to maintain air to building systems. Compressors are plumbed with shut off ball valves that allow service work to be performed while the system remains pressurized. At no time will the contractor stop or obstruct compressed air to NVFEL's vital systems. Compressors are located on a mezzanine accessible by a ladder only. Assistance with a lift truck will be available to move heavy loads on to the mezzanine. Applicable Documents: See attachment A for compressor model numbers Specific task/Requirements: The following is a list of work to be performed on each Compressor include: Remove Champion compressor pump from unit Furnish and install new Champion compressor pump Furnish and install new drive belt Furnish all standard parts and services for the compressor pump replacement and installation per manufacturer recommendations Test run unit and check operation verify individual unit fill time (130 to 170 psi) Check for any unusual noise or vibration. Operate the safety valves to be certain they are functioning. Check pulley and pulley clamp screws or set screws for tightness. Inspect pressure switch and contact points in motor starter. Evaluate motor for excessive current draw. Perform vibration analysis of electric motor and unit to be sure excess vibration will not damage the units or make excessive noise. Reinstall all covers cleanup work area All work will be guaranteed for parts and labor for one year. The Contractor shall take such safety precautions, such as lock out/tag out procedures and confined space procedures, to protect the lives and health of the occupants of the building. The Contractor shall leave the work site in as clean a condition as when work began. Debris accumulated during work procedures shall be removed, and equipment or furniture moved during work shall be repositioned to original locations. Deliverables and Delivery Schedule/ Place of Performance: Contractor will deliver and install three new compressor pump heads to NVFEL lab at 2565 Plymouth Rd Ann Arbor, MI. Pumps will be installed within 15 days of contractor receiving delivery of pump heads from manufacture. Period of Performance: The period of performance determined at award. Estimated be completed within 250 days ARO.
