This project consists of designing the replacement and upgrade to current standards of existing traffic signals along N. 4th Street at the intersections with E. 1st Avenue, E. 2nd Avenue, E. 5th Avenue, E. 7th Avenue, and E. 17th Avenue, and other such work as may be necessary to complete the contract, as set forth in this Request for Proposals (RFP). Responses will be posted on website. City of Columbus MBE/WBE Program: This project is subject to the requirements of the City's MBE/WBE Program. The MBE/WBE goal assigned to this project is 18.0%. The following are the evaluation criteria that will be used for this RFP: o Location of Lead Offeror (Maximum 10 points) o Anticipated Project Manager (Maximum 20 points) o Anticipated Project Team (Maximum 25 points) o Past Performance (Maximum 25 points) o Understanding of Project/Project Approach (Maximum 20 points) City certified MBE/WBE firms that submit a proposal may be eligible to receive an incentive credit of 5% of the total evaluation points used to score Requests for Proposals. To be eligible for the incentive credit, the firm must: o Be the prime consultant. o Be certified by the City's Office of Diversity and Inclusion as an MBE/WBE capable of providing the type of professional services sought by the City at the time of the proposal due date. o Be a member of the ethnic and gender groups determined by the City's 2019 Disparity Study to have a statistically significant disparity in the awarding of City professional services contracts. (The eligible groups for Professional Services RFP's are City certified African Americans, Hispanic Americans, and Caucasian Females.) o Submit a completed Bid Discount / Proposal Incentive Request Form with the proposal. Contact the Office of Diversity and Inclusion, Tia Roseboro, Contract Compliance and Certification Programs Manager, at THRoseboro@Columbus.gov with any questions concerning companies eligible to participate in the program. A debriefing session is available to all professional services prime consultants who are unsuccessful in responding to this solicitation for request for proposals. A request for a debriefing session must be submitted via email at capitalprojects@columbus.gov within thirty days following the contract award. The scope of services that follows generally describes services the selected consultant is expected to be capable to perform. With each task assigned under this General Engineering/Task Order contract, a task-specific Scope of Services and associated fee for services will be agreed to by the Department and consultant prior to proceeding. The selected consultant should be capable to perform: 2.1 Traffic Signal & Interconnect Design 2.2 Maintenance of Traffic Design 2.3 Traffic Control Design 2.4 Roadway and Utility Design 2.4.1 Pavement, curb, ADA, and bikeway/pedestrian facility design based on project impacts; 2.4.2 Sewer and water facility minor relocations as needed based on project impacts; 2.4.3 Private utility coordination as needed. 2.5 Survey, including topography and property surveys and Right-of-Way plan production 2.6 Subsurface Utility Location Services 2.6.1 Surveys of OUPS markings and preparation of utility basemapping based on record plans; 2.6.2 Utility potholing for location determination. 2.7 Lighting & Power Design to design relocations as needed based on project impacts. Columbus Department of Public Utilities, Division of Power distribution facilities exist within the project limits. Any relocations needed for those facilities will need to be included in the project design.
