Site work and paving for a road / highway in Chesilhurst, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The Borough of Chesilhurst reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough of Chesilhurst. Bids must be on the bid form prepared by Bach Associates, PC, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Ms. Gloria Rose, Borough Clerk, Borough of Chesilhurst, 201 Grant Avenue, Chesilhurst, New Jersey 08089. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Borough of Chesilhurst in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary monies to do the work being provided by the Borough of Chesilhurst in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough of Chesilhurst in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. (P.L. 1975, C. 127) and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act) and 42 U.S.C. 12101, et. seq. (Americans with Disabilities Act of 1990). The contractor is further notified that he must comply with P.L. 1977, C. 33, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with P.L. 1999, C. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor's in accordance with the act. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Borough of Chesilhurst, is the lowest responsible bidder and to waive such informalities as may be permitted by law. Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey "Pay-To-Play" Law) if they receive contracts in excess of $50,000 from public entities in a calendar year. Business entities are responsible for determining if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or online. MBE (19%), WBE (6.9%) BASE BID - ZIMMERMAN AVENUE STA 30+03.41 TO 39+66.08 Portions of Zimmerman Avenue will be reconstructed by means full depth reconstruction. Reconstruction involves excavating eight inches (8") thick and reconstructing with four inches (4") of dense graded aggregate base course, two-and-a-half inches (2.5") of hot mix asphalt 19M64 base course, and one-anda-half inches (1.5") of hot mix asphalt 9.5M64 surface course. The Base Bid shall also include the complete removal of trees adjacent to the driveway at 426 Payson Avenue within the borough of Chesilhurst, including all labor and materials required for or incidental to the completion thereof. The tree stump shall be removed following felling of the tree. Upon removal of the tree, the stump shall be ground to 6" below existing grade and backfilled with 3/4" clean stone. Final restoration shall include restoration of the stone driveway at all disturbed areas. Tree, branches, leaves, stump grindings and all debris to be removed from the site at no additional cost to the borough. All costs thereof shall be included in the unit price bid for tree removal of the various diameters. ADD ALTERNATE BID #1 - SIXTH AVENUE STA 9+50 TO STA 16+25 Portions of Sixth Avenue will be resurfaced by means of mill and overlay of the existing roadway as indicated on project plans. The expanse of the roadway will be milled to a depth of two inches (2"). Areas of the roadway exhibiting signs of failure will require hot mix asphalt pavement repair which will be field located by the Engineer. The roadway will then receive a two inch (2") hot mix asphalt 9.5M64 surface course overlay. ADD ALTERNATE BID #2 - SIXTH AVENUE STA 16+25 TO STA 22+98.33 Add Alternate Bid #2 will continue the resurfacing of Sixth Avenue in similar fashion to Add Alternate Bid #1.
