Site work and paving for a mixed-use development in Venice, Florida. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

PROJECT DESCRIPTION: Project includes installing approximately 1,320 LF of sidewalk along Cockerill Street in Venice, Florida, along with ADA ramps and curbing. Sidewalk installation will require converting open swales to closed drainage with storm water infrastructure installed or removed/replaced. Construction will include installation of an estimated 1,350 LF of PVC pipe culvert from 15 to 24 in diameter, 11 inlets, 2 manholes, and 2 mitered end sections. Water main installation includes approximately 1,200 LF of 6-inch and 8-inch pipe along the Cockerill St. Right of-Way connecting thru Chuck Reiter Park for connection to existing water main. Restoration work will include sod, concrete and asphalt. This project includes abandonment and removal of existing Asbestos Cement (AC) pipe. The Contractor shall furnish all permits, labour, material, services, insurance, tools, equipment, and notifications in accordance with EPA, OSHA, State Local, and all other applicable agencies to handle and remove asbestos material. Use of compressed air to clean pipe or crushing AC Pipe is prohibited. At no time shall AC Pipe or pieces of AC Pipe be mixed in with fill materials. All scrap AC material shall be delivered to a landfill permitted for disposal of non-friable asbestos containing materials. The Contractor shall furnish all labour, materials, equipment, tools, services and incidentals to complete all work required by these Specifications and as shown on the Drawings. The Contractor shall perform the work complete, in place and ready for continuous service, and shall include repairs, testing, permits, clean-up, replacements and restoration required as a result of damages caused during this construction. All materials, equipment, skills, tools and labour which is reasonably and properly inferable and necessary for the proper completion of the work in a substantial manner and in compliance with the requirements stated or implied by these Specifications or Drawings shall be furnished and installed by the Contractor without additional compensation, whether specifically indicated in the Contract Documents or not. The Contractor shall comply with all Municipal, County, State, Federal, and other codes which are applicable to the proposed construction work. This project is funded with Community Development Block Grant (CDBG) funds and must comply with all CDBG grant and FWH-1273 requirements. Certified Payrolls are required. All work must be complete by May 31, 2023, to comply with grant conditions. Venice FL 34285. Representatives from the City will be present to discuss the overall project and the Invitation to Bid. Interested Firms are required to attend. All questions, comments, or concerns about this ITB must be submitted in writing to Mr. Peter A. Boers, Procurement- Finance Department, for the City of Venice, Room 204, 401 West Venice Avenue, Venice, FL 34285 or e-mail at pboers@venicefl.gov Mr. Boers is the only designated representative of the City authorized to respond to comments, questions, and concerns. The City will not respond to comments, questions or concerns addressed to any person other than Mr. Boers. If the City determines that a particular comment, question or concern necessitates a global response to all Proposers, the City will issue a clarifying memorandum or addendum. The Cut-Off for Questions has been extended to October 12, 2022 by 1:00 PM. Bids must be submitted in four (4) sets and at least one set must bear an original signature, in a sealed envelope marked Invitation to Bid # 3141-22: Cockerill St. Sidewalk & Water Main Replacement Project and mailed or delivered to the City of Venice- Purchasing Department, 401 W. Venice Ave. Room # 204, Venice, FL 34285, no later than the deadline specified. The City assumes no responsibility for bids received after the bid submittal time or at any location other than that specified, no matter what the reason. Late bids will be held unopened and will not be considered for award. No bid will be received after the specified time for acceptance and no bidder may withdraw his bid within a period of ninety (90) days after the actual date of opening thereof. Bids will be considered only from bidders who have the applicable license, if a license is required by the City of Venice and/or State of Florida, for the type of work specified. A copy of the applicable license must be submitted with bid if a license is required. The City reserves the right to reject any or all bids in whole or in part, with or without cause, to waive any requirements, irregularities or technical defects therein, when it is deemed to be in the interest of the City.
