The project consists of manu-farturing, furnishing and deliv-ery of Distribution Transformers to the City of Ellensburg. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five per-cent, (5%) of th.e amount of such bid proposal. Should the success-ful bidder fail to enter into such contract within the time stated in the Specifications, the bid propos-al deposit. shall be forfeited to the City of Ellensburg. No bidder may withdraw his/ her bid after the hour set for the opening thereof or before the award of contract, unless said award. is delayed for a period exceeding sixty days. The City of Ellensburg, Washington, reserves the right, to reject any or all bids and to waive irregu-larities or informalities in the bid or in the bidding. Responsibility and competency of bidders and their subcontractors will be con-sidered in making the award.
