The Public Works Department of the City of Santa Cruz is soliciting proposals from qualified firms with expertise in municipal parking garage restoration consultation services for the assessment of two parking structures in the City of Santa Cruz. The project involves the assessment of the structures through visual and materials testing, documentation of the location and extent of deterioration and evaluating the impacts of the noted deterioration on the structural capacity, long-term durability and service life of each facility, providing an evaluation of structural and durability related repairs that may be required, and to develop a 5-year Capital Improvement and Protection Program. This Request for Proposals (RFP) is being made available to entities who are qualified to perform the entire scope of services as described in this RFP. The Soquel/Front Garage, located at the corner of Soquel Avenue and Front Street is a four-level structure which provides parking for approximately 400 vehicles. The ground level of the structure includes an electric vehicle charging station, public restrooms and four commercial spaces, parking office, collections room, and a maintenance and storage area. The structure was built in the early 2000's with a combination of precast and cast-in-place concrete panels, post-tensioned reinforced concrete beams and slabs, and cast-in-place concrete columns. Repairs were made to roofing systems in 2007 and 2017, and improvements were made to the restroom facilities in 2010. The Locust Garage, located at the corner of Cedar St. and Locust St. is a five-level structure including a basement level, which provides parking for approximately 400 vehicles. The ground level of the structure includes public restrooms, four commercial spaces, the City of Santa Cruz Parking Citation Office, and Parking Operations Office. City parking enforcement vehicles are stored in a portion of the basement. The structure was built in the early 1990's with a combination of pre-cast and cast-in-place concrete components with a brick facade. In 2008 an accessible bathroom was added on the ground floor, and in 2013 improvements were made to existing public restroom facilities
