Question Deadline 09/29/2022 at 5:00 PM ET Vishnu Gangadharan will be OWASAs primary point of contact for all consultant selection matters relating to this project. All questions regarding this Request for Qualifications must be emailed to Vishnu Gangadharan (vgangadharan@owasa.org). Any addenda to this RFQ will be posted electronically. Orange Water and Sewer Authority (OWASA) is soliciting firms to submit a statement of qualifications outlining their capability and experience related to the research, detection, mitigation, treatment, and removal of per- and polyfluoroalkyl substances (PFAS) in water and wastewater facilities. OWASA will conduct a Qualification-Based Selection process to identify the best qualified firm with which to negotiate a contract for a planning study to guide OWASAs efforts in responding to future regulations. The consulting services required for this project are expected to be completed to meet the objectives outlined in Section 2 above and in general accordance with a scope of services as needed to accomplish the tasks listed below. However, the final scope of services will be negotiated with the selected firm and may include modified and/or additional tasks. 1. Assessment services may include: a. Review and update of current monitoring program b. Analysis of monitoring results c. Source evaluation and mitigation options 2. Planning services may include: a. Treatment technology assessment, potentially including pilot testing b. Budgetary cost estimates c. Preliminary engineering / alternatives evaluation d. Procurement planning e. Funding options identification, including grants and low-interest loans The draft and final plans, reports, etc. will be provided in electronic and hard copy formats in a manner acceptable to and usable by OWASA. The actual list and format of deliverables will be negotiated with the selected firm. The method of contractor selection has not been determined at this time.
