To have a Fire Master Plan and Community Risk Assessment tailored for Windsor Fire and Rescue Services needs. This effort must include the development of a ten (10) year strategic plan that provides short-term and long-term guidance for WFRS's future. The objective of the Fire Master Plan and Community Risk Assessment is to examine the possible alignment of services and resources, proactively respond to current and anticipated community needs, protect firefighters by ensuring appropriate and safe equipment, review staffing levels, explore opportunities to adjust and revise the WFRS's structure, share services to improve effectiveness, and implement cost efficiencies and cost avoidance. Acceptance or rejection of any proposal will be made in accordance with City of Windsor Purchasing By-Law No. 93-2012 and amendments thereto. This procurement is subject to the Canadian Free Trade Agreement (CFTA), approved July 1, 2017. The method of contractor selection has not been determined at this time.
