The Orange Airport Commission (Commission) is seeking to engage a qualified consulting engineering firm to perform airport planning, design, and construction engineering services for all phases of development and improvements for the Orange Municipal Airport (ORE). This agreement will cover a 5-year period from 2022 through 2027. Qualifications must contain the following, in no particular order: 1. Name of firm, description, and size. 2. Location of home office and office(s) where work will be done for the Commission. 3. Resumes of key personnel within your firm that will be doing work for the Commission, including special qualifications and registrations required by the various projects. 4. Qualifications and previous experience in airport development. Please note project location, project name, date, airport contact including telephone number. 5. Local knowledge. Demonstrate familiarity with the Orange Municipal Airport, including previous planning, permitting, engineering, and construction work experience at ORE. 6. List all current contracts with Massachusetts airports. 7. List recent experience with environmental review, assessment, and permitting projects for airport projects in Massachusetts, including interaction with local Conservation Commissions, Mass. DEP, and the Mass. Natural Heritage & Endangered Species Program. 8. Certification statement that the firm is licensed to do work in the Commonwealth of Massachusetts as a Designer. 9. Statement(s) regarding the use of Disadvantaged Business Enterprises (DBE) and the firms Affirmative Action / Equal Opportunity Employment Program. 10. Provide any additional information, which may be pertinent regarding your firm. Pursuant to FAA guidelines for consultant selection, the Commission is requesting a response for two separate solicitations: one for engineering and one for planning. Interested candidates can choose to submit a separate response for one or the other, or combine their response into one document if they choose to submit for both solicitations (the consultant's cover letter and proposal should make it clear what their submission represents). The Commission may implement the following proposed projects in no particular order, or any other projects that materialize during the selection period subject to the availability of funding. Engineering Projects in the five-year period may include, but are not limited to, the following: - Extend Taxiway 'D' to Runway 01 - Construct Wildlife/Perimeter Fence & Gates - Install REILS, Apron Lighting, Obstruction Lights - Reconstruct Runway 14-32 - Purchase Snow Removal Equipment (SRE) - Construct New SRE Building - Construct New Administration Building - Construct Cold Storage Building - Construct Aircraft Hangar - Tree Clearing / Vegetation Management Planning Projects in the five-year period may include, but are not limited to, the following: - Airport Layout Plan Update - Airport Master Plan Update - EA, Design & Permitting for Wildlife/Perimeter Fence - EA for Master Plan Projects - Purchase Avigation Easements - Update Vegetation Management Plan (VMP) and YOPs - Update SWPPP and SPCCP Based on the Commission's review of the qualifications received, interviews may be scheduled if deemed necessary. However, the Commission reserves the right to select from proposals without an interview. Consideration for selection shall be based on the firm's location, industry reputation, local knowledge, proposed staffing, experience in airport planning, design and construction services, environmental expertise, and knowledge of MassDOT and FAA requirements. The selected firm will be invited to enter into a contract with the Commission and will be required to complete project scoping as well as MassDOT and FAA grant programming and administration, general coordination with FAA and MassDOT, and shall attend the Commission's monthly meetings upon request. No fee information should be included in the proposal, the consultant's work orders and fees shall be negotiated on aroject-by-project basis. The Commission has established a 1.11% minimum DBE goal for all AIP projects pursuant to FAA guidelines. DBE firms are encouraged to participate in this RFQ. The method of contractor selection has not been determined at this time.
