Under this SOW, the contractor will complete Integrated Wildland Fire Management Plans for both Camp Seven Mile, WA, and Camp Murray, WA. This includes tasks such as gathering and reviewing existing plans; performing site visits to survey and document current conditions; reviewing and analyzing aerial photographs, GIS information, fire history, and other relevant data; identifying stakeholders including, but not limited to Riverside State Park, the Spokane Conservation District, and the WMD's Environmental Programs Office; designing a long-term ecological fuels reduction management program that detail actionable and effective project(s) to be implemented on an annual basis; specify best management practices for forest health; and other tasks to fulfill the requirements of the IWFMP as described in NGB-guidance documents and management recommendations. Introduction: Camp Seven Mile is a military training area northwest of the City of Spokane in Spokane County, Washington. It consists of 345 acres held within Riverside State Park. The federally-owned property has been licensed to the WAARNG for military training purposes since 1977. The property consists of four adjacent parcels; 26203.9013, 26204.9015, 26204.9014 and 26291.9022, located in Section 20 in Township 26 North Range 42 East. The Camp Seven Mile training area is regularly used by WAARNG units and local ROTC for training purposes. As an inholding connected with Riverside State Park, recreators also frequent the area. There are also private residences nearby. A former small arms firing range within Camp Seven Mile provides open space for maneuverability and bivouac sites, but the rest of the training area is wooded and hilly. This forested terrain with topographic relief provides opportunities for land navigation courses. Camp Seven Mile is in a region at high risk of wildfire, with heavy fuel accumulation and little historic management activities. Wildfires could be sparked from natural means or human activities. Historical evidence indicates that, prior to fire exclusion, this area experienced low to mixed severity fires every 5 to 15 years. As of a 2016 vulnerability survey, there have been two known incidents on Camp Seven Mile involving fire that was controlled by local fire departments. The fires were successfully contained to 1-2 acres. The WAARNG/WMD does not have a proactive fuels management program in place. Recent efforts to address high fuel loads and forest health include completing a forest stewardship plan in partnership with the Spokane Conservation District in 2017 and completing approximately 23-acres of fuels reduction during the 2017-18 season. No other historic vegetation, fuels reduction, or fire hazard management activities have occurred within the project area. The WMD must have an approved plan in place to request funding for future wildland fire management projects. The IWFMP must be updated annually and revised every 5 years. Camp Murray is in Pierce County Washington in an urban environment with heavy vegetation. In 2021, Environmental staff re-considered both the square acres of heavily forested areas and the risk associated with existing site conditions dryer climate trends during summer months, and proximity of forested areas to buildings, infrastructure, and neighboring communities. With those considerations, Camp Murray is included in this project. Objectives: Following the NGB template provided in Exhibit D, The Contractor will provide IWFMPs for Camp Seven Mile and Camp Murray services. The IWFMPs will incorporate the fuels reduction and forest health goals and objectives of Camp Seven Mile's Forest Stewardship Plan and Natural Resources Management Plan where applicable. The IWFMP will be written to support the following comprehensive forest management goals: Reduce the risk of catastrophic wildfire on the forest ecosystem Improve the ability to safely conduct military training while allowing for recreational park use Reduce the risk to nearby homes, structures, and infrastructure from wildfires Increase fire manageability and contribute to firefighter/public safety during wildfires Increase resilience to climate change impacts by re-establishing a more robust forest ecosystem that can withstand droughts, bark beetle outbreaks (specific to Camp Seven Mile), and is well-suited for long-term storage of carbon Maintain open areas without trees in the eastern portion of the Camp Seven Mile property in an un-forested condition The IWFMPs will include coordination with applicable stakeholders such as the Riverside State Park's Management Activities, Spokane Conservation District, Pierce Conservation District, and technical assistance for best management practices. Project Personnel Site The SOW requires bidder and specialist mandatory qualifications as defined below: Be licensed to do business within the State of Washington. Have insurance from an insurance carrier or carriers licensed to conduct business in the state of Washington and having a rating of A-, Class VII or better, in the most recently published edition of Best's Reports. Have professional experience with, and demonstrated knowledge of, ecological wildland fire management and forest stewardship practices. Detailed resumes and/or a sample report on wildland fire management must be provided with the proposal (Shade out sensitive information). The Bidder, their personnel, and subcontractors working on this project must have a verifiable record of successfully providing similar services to public and/or private organizations. In the proposal present up to three (3) references describing work on similar projects. Provide a minimum of two (2) references using the form. Bidders who do not meet these minimum qualifications shall be deemed non-responsive and will not receive further consideration. Location of Work The area encompassed by this Scope of Work includes: Camp Murray CM 1 Militia Drive, Camp Murray, WA 98430 Camp 7 Mile C7 9711 W Charles RD, Nine Miles Falls, WA 99026 Contractor travel will be supported as needed to visit locations and meet with stakeholders. When the contractor is requesting support for location visits and stakeholder meetings a two-week lead time must be provided. Tasks and Deliverables: Task 1: Kick-off Meeting and Schedule Development: The contracted project lead and support staff will meet with WAARNG (or schedule a teleconference or video meeting) to go over the work plan, proposed schedule for fieldwork, and report completion. The work plan will be based on the proposal submitted for contract award and be submitted in a draft form prior to the kick-off meeting and finalized and submitted to WAARNG Project Manager one week after the meeting. Additional time for work plan and schedule development may be required depending on tribal nation participation. The work plan must include the methodology for plan development, the proposed formats for collecting spatial and visual data on site conditions, and agreement on the formats for which to submit all final data deliverables (report, forms, databases, photos, maps, and other geospatial data sets) and the determinations contained within the IWFMP. Deliverables: Work plan (draft and final) and Schedule within 60 days of contract award. Task 2: Fieldwork and Data Collection: This task will include the completion of all required site visits as defined by Section 4.0. All field visits must be coordinated through the procedures provided by WAARNG. Field crews must follow all safety and facility protocols for entering and leaving locations. Progress report emails will be submitted with the completion of each stage of fieldwork. These reports will include the number of sites visited, any significant conditions that need immediate attention, and general project progress. Deliverables: Progress reports are submitted during the first week of each month via email. Task 3: Geospatial and Database Development: Data collected will be processed and consolidated into the approved database and geospatial formats specified by the state ARNG Cultural Resource program. This includes maps, photos, site condition forms, and any shapefiles/GPS data points collected. Deliverables: Samples of database and completed forms submitted for approval. Task 4: Final Report and Datasets: A draft report summarizing the findings and determinations of the site monitoring and information collection will be submitted to the WAARNG, CRM for review and approval before final publication. This report should include a summary of categories outlined in the NGB-template provided in Exhibit D and incorporate the fuels reduction and forest health goals and objectives, general site conditions, priorities for immediate action/attention and recommendations for treatment to address site conditions and protection, as well as suggestions to improve future forest management practices. Deliverables: Draft and Final Report (along with handbook if required), digital datasets in formats specified by the WAARNG. General Requirements Work shall be accomplished in accordance with all terms and conditions of this Scope of Work, WAARNG regulations, and all applicable local, State and Federal laws, codes and regulations. The contractor shall ensure that prior to beginning any work on the project, all personnel and subcontractors are advised of risks that could be encountered in the course of carrying out this project. Such risks include, but are not limited to, insect borne diseases, snake bite, heat exhaustion, heat stroke, accidents associated with agricultural activities (including contact with pesticides and herbicides), traffic accidents, aircraft hazards, and accidents resulting from current or past (unexploded ordinance) military activities. It is the contractor's responsibility to ensure that all project personnel and/or subcontractors conduct their activities in a manner that ensures their own safety and that of other people. Work shall be conducted such that it avoids damage to vehicles, equipment, structures, grounds, natural resources, crops, or other resources on the property. The contractor shall not interfere with military activities and shall remain outside all restricted areas. All activities on military installations, including armories, shall be coordinated with the appropriate Training Site Manager Offices', Armory Supervisor, or Facility Maintenance Shops prior to beginning the activity. Request for Proposal Requirements Research Design: The prospective vendor/agency will submit a research design for site monitoring along with their cost proposal. The research design should at the minimum identify the basic information to be collected for each site, the technology to be utilized to collect site conditions, and how to integrate crews from tribal nations into the project. It should not exceed 4 pages and can include figures if useful in showing the technology to be applied. Experience in Site Monitoring: Prospective vendors should include a summary one-page fact sheet of their ability to complete the tasks described in this SOW. Experience in collaborative fieldwork with tribal nations should be included in a fact sheet. Along with the one-page fact sheet, summaries of staff and their qualifications can be attached (these can include curriculum vitae or brief biographies of work/education experience). Proposed cost & expenditures: The cost proposal should break down each task and include the project personnel, administrative hours and supplies, equipment rentals/use, travel/per diem cost estimates, and any direct/indirect costs. For purposes of inclusion of tribal monitors, the assumption will be for a total of 5 tribal monitors working at least 10% of the pre-planning and post-processing project and participating 100% in the fieldwork phase.
