The Washington State Military Department (WMD) has identified the need to complete a Limited Phase II Environmental Site Assessment (ESA) for a portion of 11.1 the Washington Army National Guard (WAARNG) Kent Readiness Center installation, located at 24410 Military Rd S, Kent, WA 98032. See figure 1 and for figure 2 for map for defined project area. The study shall identify the need for remediation measures prior to construction, or mitigation measures during construction, due to surface or subsurface contamination for the defined portion of the site. The entire site was previously included in an EBS; the existing data/documentation will be provided upon awarding of the contract for reference during Phase II assessment. For JFHQ at Camp Murray, the vendor will analyze all historical documents and previous ECOPs related to the project area, perform soil gas analysis with risk assessment for vapor intrusion as it relates to the proposed construction, and consult with the Contract Manager to execute any additional Phase II assessments needed based on the proposed project area. Contractor to provide these services and the Limited Phase II ESAs, for an amount not to exceed $80,000 and to be completed on or before September 30, 2023. Technical Scope of Work: Perform the Limited Phase II ESA in conformance with current ASTM Standards for Phase II Environmental Site Assessment (E1903-19). Ensure that a qualified Environmental Professional, as defined by all relevant ASTM Standards oversees the execution of the work. Complete all work in a thorough and professional manner in accordance with the Contract documents, Contractor proposal, specifications, and acknowledged industry standards. Deviations from the Contract documents, specifications, or industry standards shall not be permitted without the prior written consent of the Washington Military Department. Furnish all materials, supervision, labor tools, equipment, apparatus, transportation, waste disposal and documentation of disposal, etc., necessary to perform and complete all work called for in the contract. Obtain all applicable permits, if any, and proceed with work after a Notice to Proceed has been provided. Coordinate with the Military Department Key Personnel regarding access to facilities and performance of the work. The contractor will submit a Draft, Draft Final, and Final Report at times mutually agreed upon by the contractor and the WMD project manager. Draft versions will be submitted electronically. The final version will be transmitted as one (1) electronic and two (2) hard copy versions of the report. The contractor will provide a (minimum) 15 business day review period for each draft deliverable and will incorporate WMD comments into the final report. Submit signed, approved invoice vouchers (state form A-19), within 30 days of the completion of the work. Abide by the Emergency Response Notification and Spill Response procedures (Figure 3) in the event of a hazardous materials/substances spill. Geographic Information System (GIS) for digital pictures and survey locations All data collected used to create maps will be included in either a GIS or AutoCAD format. Either data format needs to be in the following coordinate system: NAD 1983 HARN StatePlane Washington South FIPS 4602 Feet, WKID: 2927 Authority: EPSG For GIS deliverables the following formats are acceptable: Shapefile(s) File Geodatabase Any collected pictures will be linked with a geospatial point, easily identified in the GIS data. For all data referenced in maps, a list with the map/feature service url will be provided.
