Asphalt paving and related services for Prince George County VA. The purpose of this Invitation for Bid (IFB) is to establish a contract for providing "turn-key" operations of asphalt paving and related services for the County of Prince George (herein referred to "County".). All work to fulfill the requirements of the contract shall be in a manner consistent with the manufacturer's instructions and in accordance with the current editions of the Virginia Department of Transportation (VDOT) Road and Bridge Specifications; VDOT Road and Bridge Standards; VDOT Special Provision Copied Notes, Special Provisions, and Supplemental Specifications; VDOT Road Design; VDOT Road and Bridge Specifications and VDOT Instructional and Informational Memorandum, VDOT Drainage Manual; the Virginia Erosion and Sediment Control Handbook (VESCH): Occupational Safety and Health Administration (OSHA), VOSH Standards and regulations; and ADA Standards and requirements for all material and equipment used, and workmanship performed. If any prospective bidder has questions about any specifications or other solicitation documents, the prospective bidder should contact Michelle Jackson at mjackson@princegeorgecountyva.gov, in writing by email no later than September 21, 2022, by 4:00 pm EST. Any revisions to the solicitation will be made only by addendum and issued by the buyer. Contact initiated by a bidder concerning this solicitation with any other County representative, not expressly authorized elsewhere in this document, is prohibited. Any such unauthorized contact may result in disqualification of the bidder from this transaction. An award will be made to the lowest responsive and responsible bidder. Evaluation will be based on net prices. Unit prices, extensions and grand total must be shown. In case of arithmetic errors, the unit price will govern. If cash discount for prompt payment is offered, it must be clearly shown in the space provided. Discounts for prompt payment will not be considered in making awards. The County reserves the right to reject any and all bids in whole or in part, to waive any informality, and to delete items prior to making an award. The right is reserved to make a separate award of each item, a group of items or all items, and to make an award either in whole or in part, whichever is deemed in the best interest of the County. Any bid in response to this solicitation shall be valid for (90) calendar days. At the end of the (90) days, the bid may be withdrawn at the written request of the Bidder. If the bid is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. For evaluation purposes only, bids will be evaluated based on each lot total.
